The Minutes of November 17th were read in full and it was moved by Councilman ldueller
seconded by Councilman Lindsey that the minutes be approved as read and. that the Mayor and

:blorination. Experience of Seattle, Everett and other citites that once employed ammonia-
:hlorine treatment showed a marked. improvement in their bacteriological record.
:t has been brought to my attention that you have some problems with tastes and odors which
:ould result from aftergrowths in the distribution system. To possibly alleviate this, a
:hlorine residual should be held between 0.5 to 1.0 ppm. for approximately one month, to -
;ether with frequent flushing of mains to remove material that may slough off. Under normal
:peration, the chlorine residual should be maintained at a minimum of 0.3.
'leas keep the local health department informed of what is being done so that they can run
:oliform checks on the water at various points in the distribution system and see what
Lmprovement is noted.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PORT TOWNSE14D AUTHORIZING AND DIRECTING
-THE TRANSFER OF THE SUI4 OF $882.00 PROM THE
"REPAIRS AND REPLACEMENTS" ITEM OF THE 1959
BUDGET OF SAID CITY TO THE "WAGES, LABOR"
ITEM, ALL WITHIN THE CITY STREET FUND BUDGET
OF SAID CITY FOR THE YEAR 1959.
WHEREAS, it is found that the City Street Department has insufficient funds in its
budget for the year 1959, to the sum of $882.00, insofar as said budget provides for wages
Car labor, and
WHEREAS, it appears that there are adequate funds allocated in said 1959 budget under
the heading of Repairs and Replacements, Now Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOQlSEND, WASHINGTON, IN
REGULAR SESSION ASSEMBLED,
That the City Clerk of the City of Port Townsend be and is hereby authorized and directed
to transfer the sum of $882.00 from the "Repairs and Replacements" item to the ".Vegas, Labor"
�tem in the 1959 City Street Fund division of the 1959 Budget of Said City, and to draw
arrants of said City Pursuannt thereto.

ORDINANCE 110. 1379
All ORDINANCE of the City of Port Townsend, Washington,
providing for the issuance of $250,000 of water
revenue bonds of the City to provede the money
necessary to acquire, construct and install certain
additions and improvements to and extensions of the w
water system of the city as authorized by
Ordinance No. 1378, passed and approved November
17th 1959, fixing the data, form, terms, maturities
and covenants of said bonds, creating a special fund
for the payment of the principal thereof and interest
thereon and a reserve account, providing and adopting
certain covenants and protective features safeguarding
the payment of such principal and interest, creating
a Construction Fund, and confirming the sale of said bonds.
I Ordinance No. 1379 was read in full and after some discussion it was moved by Councilman
ldueller seconded by Councilman Swinhoe that the first reading he considered the second readil

Ordinance No. 1379 was read for the third time by title only and it was moved by Councilman

Mayor Pro Tom Siebenbaum said that now was the time for the public hearin on the vacation
of the alley running through Block 36, Railroad Addition and bounded by Kearney, Franklin, f
Decatur and Jefferson streets. Mayor Pro Tam Siebenbsum called for discussion for and against.
