after some discussion Councilman Mueller made a motion seconded by Councilman Sullivan that

Councilman Siebenbaum reported for the water committee saying the committee had decided to
proceed with the $300,000.00 project of replacing all the old widen pipe lines still in use
withing the City of Port Townsend. He said that this debt would be paid out of earnings of
the water department and there would be no additional cost to the taxpayers, and said that
the committee decided to start immediately to arrange to make the line replacments in a
project extending over the next three years, and suggested that it be done by water depart-
ment employees rather than by contract for this way could save the amount of the contractors
pfofit, and also be sure that all local help would be hired.

As there was no further business to come before the Council at this time it was moved by
Councilmen Siebenbaum seconded by Councilman Sullivan that the meeting do now adjourn. Upon
roll call vote all Councilmen present voted in the affirm?itive and motion decla ad carried.

The City Council of the City of Port Townsend met in this regular'session this 17th day
of November k959 at 7:30 PM in the Council Chambers of the City Hall, Mayor Leighton
presiding.'
ROLL CALL
Officers and members present were as follows: Mayor Leighton, City Attorney Abraham City
Clerk Youngblood, Councilmen Swinhoe, Lindsey, Siebenbaum, Avery, Lafferty, Mueller, and
Councilman Sullivan.
MINUTES OF THE PREVIOUS SESSION
The minutes of the previous session was read in full and it was moved by Councilman Muell,
seconded by Councilman Sullivan that the minutes be approved sensed and that the Mayor and
City Clerk be authorized to sign same. Upon roll call vote all Councilmen present voted in
the affirmitive and motion declared carried.
BUILDING PERMITS
The following building permits were presented and acted upon as follows:
Charles 11. Sulis, House, 241X501, Frame, Quincy & Blaine, $10,000.00
Arthur Pattsner, Warehouse, 55IX921, Frame, 1215 Water St., $3,000.00.
It was moved by Councilman Swinhoe, seconded by Councilmen Sullivan that the building
permits be granted upon roll call vote all councilman present voted in the affirmitive and
motion declared carried.
TEAR DOWN P31MIT
The following tear down permit was presented and acted upon as follows:
Arthur Pattsner, Sismantle Warehouse, 551X921, Frame, 1215 Water St. to abide by Ord 907.
It was moved by Councilman Sullivan seconded by Councilman Lindsey that the tear down
permit be granted upon roll call vote all councilmen present voted in the affirmitive and
motion declared carried.
MOVING PERMITS
The following moving is rmits were presented and acted upon as follows:
Eleanor Johnson, Building from Fort Worden to 49th & Landes, Frame, moved by L. Balch.
Edward Hanson, Building From Fort Worden to 16th & Hendricks, , Frame, moved by L. Balch.
It was moved by Councilman Lindsey seconded by Couhcilman Lafferty that the moving permit
be granted, upon roll call vote all Councilmen present voted in the affirmitive and motion
declared carried.

Mayor Leighton informed the Council that she intended to go to Denver to attend and
invited any Councilman an Officer to go'with her if they so desired.

Dear Friends:
I have, to my advantage, accepted a position out of Jefferson County and the City of Port
Townsend and it is with the deepest regret that I find it necessary to tender my resignation
effective December 31, 1959.
I have enjoyed with working with The Honorable Mayor, City Council and the people of Port
Townsend very much. While working here I have made many friends and ties that I hope will
not be severed.

Mayor Leighton ordered the City Clerk to write a letter to Mr Wilder expressing the
Citys appreciation of his work while being the City Engineer.
ORDINANCE NO. 1378
AN ORDINANCE OF THE CITY OF PORT TOWNSEND,
WASHINGTON, PROVIDING FOR THE ACQUISITION,
CONSTRUCTION AND INSTALLATION OF CERTAIN
ADDITIONS'AND IMPROVEMENTS TO THE EXTEN-
SIONS OF THE WATER SYSTEM OF THE CITY,
DECLARING THE ESTIMATED COST THEREOF, AND
PROVIDING FOR THE ISSUANCE OF WATER REVENUE
BONDS IN TILE PRINCIPAL SUM OF $250,000.00 to
PROVIDE THE FUNDS THEREFOR.
WHEREAS, the existing water distribution system of the City of Port Townsend contains
wood stave mains and lines which are old and leaky and which require replacement by new and
larger facilities in order to provide and adequate and efficient water distribution system
for the City; and
WfiEREAS, it is deemed necessary that the City issue and sell its water revenue bonds in
the principal sum of $250,000.00 in order to provide the funds necessary to acquire, constru
and install the additions, improvements and extensions to its water system that will correct
such conditions;
NOW, THEREFORE, BE IT ORDAINED BY the Council of the City of Port Townsend, Washington as
follows:
Section 1. The following plan of additions and improvements to and extensions of the
water supply of the City of Port Townsend is hereby specified and adopted:
The City shall acquire, construct and -install water supply lines in, on, along aid under
