City Attorney Abraham read a letter from Johnson & Bearly attorneys of low from Port Ange

saying that Bernard Petersen of Discovery Bay, who claims to be the owner of the land which
the city uses as a garbage dump in belief it was county property, has retained an attorney
to take action against what is claimed to be unauthorized use of the site. The atborney
said that the site should be bought from Peterson by the City to avoid damages for past usag

and by purchasing the property it would make it unessary for the city to seek another garbag
dump site. City Attorney Abraham said that at the present time he knew of no suit against tie

city. Mayor Leighton refferred the matter to the Councils Harbor and Health Committee.

Councilman 3winhoe informed the Mayor & Council that he had contacted the Chief of Police
on the loading zone for Mr Keith Shannon and that the Chief of Police had contacted Iar. Shen

Councilman ,dueller reported that vandalism had been reported to him by Mr. Wenzler at the

saying rocks had been thrown from the vie nity of the Baptist Church, smashing larg
windows
Ion the librarys east side, and scattering glass and rocks all around the library interior. Tie

damage estimated to be around.$`80.00 and there was prev ous damage to the flagpole, Mayor
(Leighton said she would informs the police to keep a sharper lookout in that area.
Fire Chief Robert Jones reported to the City Council that snout 20 members of the City

(Fire Department had compledtsd a course of instruction presented in recent months by the
State Vocational Board of Training. Officers from departments in Seattle, Tacoma, Bellingham,
Everett and other cities, came here to give the instruction in all types of firefighting and
emergency procedures. Bnief Jones felt the knowledge acquired will be reflected in the wor
of the fire departmen in the future.
Vayor Leighton again remidded the Council of the annual convention of the Association of
Iwashington Cities June 10, 11, 12.
E. IV. Frahklin appeared before the Council as representative from the 22nd and 24th Stree
Sewer District. He retorted the new sewer there had been completed and had been completely
paid for by users and would be happy to turn it ov r to the City. Mayor Leighton thanked
Mr Franklin and member applauds the action of the sewer district.

The City Council of the City of Port Townsend met in special session this 9th day of Jim
1959,
at 7:30 Pia in the Council Chambers of the City Hall, Mayor Leighton Presiding.
ROLL CALL
Officers and members present were as follows: Mayor Leighton, City Atbnrney Abraham, City
lark Youngblood, Councilmen Mueller, Lafferty, 3iebenbaum, Lindsey, Swinhoe. Councilmen
ullivan & Avery arrived during the reading of the minutes.

Minutes of the Presvious session were read in full and approved as read.

Mayor Leighton informed the Council that the reason for this special meeting was due to
the new wage law that effected the City of Port Townsend and asked City Attorney Abraham to
f
wexplain
the new law. City *ttorney Abraham said that the new law was for 40 hours aweek and
time and a half for all overtime, which would definitely would effect the police deptartmont,
ad fire department. The law was to take effect on the llth of June rand that lie had set up
wage scale on the hourly rate that would not effect the budget for the balance of the year.

BE IT RESOLVED by the City Council of the City of Port Townsend,
Washington, as follows:
Section 1. It shall be the policy of the City of Port Townsend to pay employees occupyii
os Toff n�cified in this Resolution at not less than One Dollar ($1.00) per hour, aid the
all such employees working in excess of forty hours, in any week or eight hours in any day,
