It was moved by Councilman 3iebenbawn seconded by Councilman Sullivan that the first read ing be considered the seconded reading and the third reeding be by title only. Seconded by Councilman Avery. Upon rolleall vote all six councilmen present voted in the affirmitive and motion declared carried. ORDINANCE NO 1361t. AN ORDINANCE OF THE CITY OF PORT TOWNSEND AUTHORIZING AND jk4 DIRECTING THE CITY TREASURER TO TRANSFER THE SUM OF $2,709.16 kr7i FROM THE CURRENT EXPENSE FUND TO TINS FIREh1ENS BELIEF AND PENSION FUND, SAID FUNDS TO BE SUBJECT TO PROPERLY DRAWN NARRANTS THEREON. The Ordinance No. 1361 was read in full and filed in the City Clarks Office. It was moved by Councilman Siebenbaum seconded by Councilman Swinhoe that the first reeding be considered the seconded reading and the third reading be by title only. OPENING OF CITYS CO'dPRF_HMMTSIVE INSURANC:. BID Bruce Wager for Farmers Insurance submitted the only bid for Comprehensive Insurance for Ithe City. Total Bid $1,615.30. It was moved by Councilmen Mueller Seconded by Councilman Siebenbaum that the Farmers insurance Company Bid be accedpted upon roll call vote all six councilmen present voted in the affirmitive and moti:n declared carried. As this bid was more than had been budgeted for Councilman Mueller moved seconded by Councilman Lafferty that the City Attorney be instructed to draw up the necessary ordinance in the amount of $161.58. Upon roll call vote all six councilmen present voted in the affirmitive and motion de&larod carried. COMMITTEE REPORTS Councilman Swinhoe reported on the meeting at the high School with the school authorities on the Curfew Ord. saying that the school authorities recommended no change in the Ord. Its said that a series of group discussions rather then one large student body assembly will be held at the high school to explain the policy. Water Supt. Trey reported that the new water line was going in and ens ahead of schedual. Councilman Sibenbaum mentioned that there would be maps made of all lines that were going in now and would be made in the future. Councilman Siebenbaum made a motion seconded by Councilman Lafferty that the City Clerk be authorized to call for bids on the old garbage truck, bids to be opened June the 2nd, upon roll call vote all six councilmen present voted in the affirmitive and motion declared carried. Councilman Mueller said that several persons hede interested in obtaining the old reserve property on Harrison & Garfield for a building site. Mayor Leighton, after some discussion, refferred the matter to the Water Supt, and the Water Committee. Councilman Lafferty made a motion seconded by Councilman Mueller that two firemen should Abe on duty at all times/ City Attorney Abraham informed the Council could vote to recommend the action, but not necessarily to enforce it, that it was of an administrative nature to be best handled by the fire chief. Upon roll call vote, Councilmen Mueller, Lafferty, Avery, Siebenbaum, Swinhoe, voted yea Councilman Sullivan voted nae, Councilman Lindsey Absent, Motion declared carried. 10 Mayor Leighton informed the Council that on June 11, 12, that the Association of Nash. Cities were having their Convent.on in Port Angeles, and that the Association would like to have to voting delegates from this City. Councilman Swinhoo made a motion seconded by Councilmen Lafferty that Councilwoman Avery & Councilman Sullivan be appointed as official voting delegates for the City of Port Townsend, Upon roll call vote all six Councilmen present voted in the affirmitive and motion declared carried. Mayor Leighton informed the Council that the Officials of the City of Port Townsend were invited to attend the open house at the Whidbey Navel Station on the 16th of June. lie fire arms perrmhted. Don DeForest, Civil Defense director, declared that according to his observations on a state wide basis Jefferson County is the only county in the state where Civil Defense means nothing. The program has been inactive in this county, he said, and because of such inactiv we have missed the boat. S 1 i Councilmen Swinhoe informed the Council & Mayor of calls that lie had received regardtAg r trailer that had been moved in along side of Mr. Zinks residence and wanted to know what :ould be done about the situation. After some discussion the Mayor informed the Council the Ln the future she would sea that any ordinance effecting any of the departments, that the 3epartment heads would be notified. Councilman Lafferty said that lie felt that all departmen neads should attend all Council meetings. ROLL CALL Officers and members present were as follows: Mayor Protem Siebenbaum, City Attorney braham, City Clerk Youngblood, Councilmen Sullivan, Mueller, Lafferty, Avery, Swinhoe and Lindsey. Mayor Leighton absent. George Capriottie, Enclose Carport &'Pation, Fiberglass, 708 Garfield, $120.00. Russell Forester, Driveway & Carport, Concrete & Frame, 1106 Taylor, $250.00. Warren W. Arey, Pickett Fence, Wood, 1001, 411 Van Buren, $50.00. It was moved by Councilman Mueller Seconded by Councilman Sullivan that the )4uilding )ermits be granted, upon roll call vote all councilmen present voted in the affirmitive and notion declared carried. TEAR DOWN PERMIT The following tear down permit was presented and acted upon as follows: Co W. Partee, Shed, 81X10T, Frame, 725 Benton, to abide by Ord. No. 907. It Was moved by Counciman Lindsey seconded by Councilman Sullivan that the tear down .3ermit be granted, upon roll call vote all councilmen present voted in the affirmitive and notion declared carried. MOVING PERMIT The following moving permit was presented and acted upon as follows: Irene 'Williams, 3 buildings 201X961, 241X901, 241X561, From Ft 'Norden to County Fairgroun, Leonard Balch mover. It was moved by Councilman Sullivan seconded by councilman Lindsey, that the moving permi be granted, upon roll call vote all councilmen present voted in the affirmitive and motion declared carried. CO1didITT3 REPORTS Councilman Sullivan reported on the loading zone at Shannons Florist saying that the str!1 committee felt that it should be handled by the Police Dept. After some discussion by the co:mnil the matter was turned over to the Police Dept. Councilman Sullivan reported on the request of Edward Hanson Co -Chairman of the Rhododon& Festival Committee to use and occupy the area of Van Buren, Polk, Harrison and Fillmore :3tre, for n concession in conjunction with the water sports show, Councilman Sullivan said that th, street Committee approved and after some discussion made a motion seconded by Councilman Mueller that the request be approved.
