The City Council of the City of Port Townsend, Washington met in regular session this 21at
day of April 1959, at 7:30 PM in the Council Chambers of the City Hall, Mayor Leighton
presiding.
ROLL CALL
Officers and members present were as follows: Mayor Leighton, City Attorney Abraham,

City Clerk Youngblood, Councilmen Sullivan, Lafferty, Mueller, .Avery, Siebenbaum, Swinhoe,
Councilmen Lindsey absent.
MINUTES OF THE PREVIOUS SESSION
The minutes of the previous session were read in full and it was moved by Councilman
Mueller seconded by Councilmen Avery that the minutes be approved as read and that the Mayor
and City Clerk be authorized to sign same. Upon roll call vote all six Councilmen present
voted in the affirmitive and motion declared carried.
POLICE REPORT
I
The Police report for the month of March 1959 was read and ordered filed.
BUILDING PERMITS
The following building permits were presented and read and acted upon as follows:

It was moved by Councilmen Siebenbaum seconded by Councilman Sullivan that the building Ji

Gentlemen:
It has been definitely determined that Jefferson County does now own the area now
being used as a joint city -county garbage dump in the vicinity of Cppe George.

It therefore becomes obvious that immediate consideration must be given to the
establishment of a garbage dump in some other location and the dumping of gargege discontin

at the present site.

TO THE CITY COUNCIL AFORESAID:
I, Marilou Leighton, Mayor of the city of Port Townsend, do hereby veto
and decline to sign the above and foregoing Ordinance, for the reason

that there was not a sufficient investigation made of the conditions

surrounding the subject matter, and that the future use and development
i
of affected areas of the City was not given adequate consideration.

Mayor Leighton commented on the veto saying it was only a form of protest to t4aiQQrrdinance
in general not against the lease that has been offered to the Dolls. The mayor aKa felt

that it might in someway endanger in someother element and felt that it the protest was
added to the Ordinance it would help in the future if anything should come up that would
act differently oli.
Councilman Mueller said that as much as the city council hated to go against the Mayors
recommendation moved that that the first reading of Ordinance No. 1359 be considered the
the second reading and the third reading be by title only. Seconded by Councilman Sieben-

baum. After some discussion Councilman Swinhoe called for the question and upon roll call
vote all six councilmen present voted in the affirmitive and motion declared carried.

THIRD READING AND PASSAGE OF ORDINANCE NO 1359
Ordinance No. 1359 was read for the third time by title only and it was moved by Council

Sullivan seconded by Councilman Avery that Ordinance No. 1359 do now pass, upon roll call
vote all six councilmen present voted in the affirmitive and motion carried.

Councilman Lafferty reported on the renuest for signs from the Diagnostic center at
Fort Warden saying that Mr. Lindquist had been contacted and that the request had been

Councilman Siebenbaum said that Mrs Clouse had worked for a long time BBrthe City of
Port Townsend and was unable to work for the City again on account of illness and that he

would make a motion that the City Clerk write a letter tm XYJCXSXNM of accomadation and
thankk for the long and faithful service she gave the City of Port Townsend. Seconded by
Councilman Lafferty upon roll call vote all six councilmen present voted in the affirmitive

said she would also write a letter.

Councilman Sullivan mentioned that signs should be put up from Whitnacks to the city for

NEW AND OLD BUSINESS

The City Clerk read a letter addressed to the Mayor & City Council by a group of teen-

agars who wished the curfew be raised from 10:30 to 12:QQ which would only pertain to
Friday and Saturday nights, and only to pertain to those in the ninth to the twelfth grade.
After considerable discussion from the teenagers on their views the Mayor informed the
that she was sure that the Council would consider every angel on the subject.

City Attorney Abraham informed the Mayor & City Council that the City did now have a

Certificate of Ground Water Rights with the record no 7 Page no. 3297-A State of Wushingto
County of Jefferson, and with that gave the Certificate to the City Clerk for filing.
