Upon roll call vote all= six councilmen present toted in the affirmitive and motion declared carried. It was moved by Councilmam Mueller seconded by Councilman Lafferty that the building permits be granted. TEAR DOWN P�iMIT The following tear down permit was presentea and read and acted upon as follows: Al Certmel for (O.E. Edney) Outbuilding, 161X16l, Frame, Madison & Lincoln St. to abide by Ord. #907. It was moved by Councilman Sullivan seconded by Councilman Lafferty that the tear down permit be granted, upon roll call vote all six councilmen present voted in the affirmitive and motion declared carriedl The Following Communication was presented and read and acted upon as follows: From Department of Institutions, Fort 77orden, to -wit: March lB, 1959 Honorable Mary Lou Leighton, Mayor City of Port Townsend Port Townsend, Washington Attention Street Committee Dear Mayor Leighton: A number of visitors to the Fort Warden Center have commented about the difficulty in finding the institution, inasmuch as there are no signs posAed showing the direction. This is to request permission to erect small signs approxmately 4"X24" which point the way to Fort Warden. We would like to route traffic from the Ferry to Washington Street, an out to the Center on Walker. The other group of signs we would like to install on the highway entering town so that people would follow the same route as is designated by the harbor defense signs. If approval is received we will be glad to place the signs and if question develops later we will be glad to change them, if the Street Committee would so desire. Sincerely yours, E. G. The City Clerk read a bill addressed to the Farmers Insurance for damage do the Court Ruse incenerator That the Gargsbe truck was responsible in the amount of $78.00. ORDINANCE NO 1358 Ordinance No. 1358 was read to the Council for the first reading at the regular session f March 17, 1959 and thereby incorporated in those minutes. It was moved by Councilmen ueller seconded by Councilman Siebenbaum that the first reading be considered the second ceding hnd the third reading be by title only. '211 ORDINANCE ZSn 1.0 AN ORDINANCE OF THE CITY OF PORT TOWNSEND AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE A LEASE OF THE WESTERN QUADRANT OF THE PLAZA AREA OF FOWLERIS ADDITION TO SAID CITY. BE IT ORDIFNED by the City Council of the City of Port Townsend, Washington, in regular session assembled, as follows: Sectionl. The mayor and City Clerk of the City of Port Townsend are here and hereby dire—c ed end authorized to execute and deliver, unto John H. Doll m d Florence K. Doll as lessees, a lease for a term of twenty (20) years at a rental of one dollar ($1.00) per annum, of the follow ng described property: That portion of Fowlers Park addition to the City of Port Townsend which lies in the Plaza area of said addition, and is bounded on the Northeasterly side by Peary Street and on the Southeasterly side by Cook Street and on the Westerly side by Virginia Place, but not including anti portion of any street herein mentioned and not previously vacated. Section 2. This ordinance shall go into effect immediately upon its passage, approval and pub TE'son as required by law. MARiLOU LEIGHTON, Mayor of the City of Port Townsend, do hereby veto and Approved as to Form: decline to sign the above and foregoing Glenn Abraham, Jr. Ordinance, for the reason that there was not City Attorney a sufficient investigation made of the conditions surrounding the subject matter, and that the future use and development of affected areas .of the City was not given adequate consideration. THIRD READING AND PASSAGE The above Ordinance was read for the third reading by title only and it was moved by Councilman Sullivan and seconded by Councilman Swinhoe that the above ordinance do now pass. Unon roll call vote all six councilmen present voted in the affirmitive and motion declared carried. COMMITTEE REPORTS request YFF Councilman Siebenbnum reported on the taking of cedar at Lords Lake. He said that he and the committee diseproved of the request and made a motion that the request be denied seconde by councilman Mueller. Upon roll call vote all six councilmen present voted in the affirmit and motion declared carried. Councilman Swinhoe reported that the request of the First American National Bank was justified and that the no parking signs and curb signs had been painted where requested. NEW AND OLD BUSINESS Councilwoman Avery asked the Mayor and Council what was to be done with the meters that have been taken out. Mayor Leighton said that would be a subject for the Street and Police & License Committee. 'rater Supt. Arey allowed the Mayor & Council water meters that had bee broken at three house in the Irondale Area. :ie said something had to be done for the water department coulc not afford to replace those meters at the price that was being paid for the water. !Mayor Leighton referred the matter to the '.Pater Committee and City Attorney. Sewer Supt. Arey informed the Mayor and Council that the F St. Sewer Line had not been turned over to the City as of yet and that house were being tied on to the sewer and the City was not being paid for the connections. After considerable discussion Mayor Leighton referred the matter for immediate attention to the street & Sewer Committeo. Mayor Leighton called upon Mrs Lopeman wi.o wished to address the Council. '!rs Lopeman said that she was here on behalf d the '.'.orth Beach Community Club, and that she was informs that in order to hold dances there that she was advised to get a dance license and wanted to know if they had to have one. She was informed by The City Attorney that if they were a incorporated club with bylaws add etc. they would not have to have a license if they were not then they would have to have a license. Councilman Sullivan asked the Mayor & Council if the curfew could not be lifted to the age of 16 and over on Friday & Satubday nights. Mayor Leighton referred the request to the police committee for study and a report. The following building and tear down permit that was m6splaced was read and acted upon as follows. Lloyd L Hansen, Roller Rink, 1201X601 Frame, Center & SanJaun, $10,000.00. Lloyd L Hansen, Tear Down 4 Units, Point Hudson, Frame, Point Hudson, to abide wit Ord, No. 907. It was moved by Councilman Mueller *seconded by Councilmen Swinhoe that the permits be grant upon roll call vote all six Councilmen present voted in the affirmitive and motion declared Carried. r;
