Section 1: There is hereby appropriated for the Olympic Gravity Water Fund for the

Section 2: That the City Clerk and City Treasurer of the City of Port Townsend are hereby

is purpose of financing and servicing the expenditures herein authorized, and to make the
)cessary transfers, from time to time, from the Olympic Gravity Water Fund to the said 1959
Lympic Gravity Wate:•System Replacement Fund, from time to time as may be required, in an
nount or amounts not to exceed a total of $27,597.06.
Section 3. That the City Clerk of the City of Port Townsend be and he is hereby authorize
n issue emergency warrants up m the 1959 Olympic Gravity Water System Replacement Fund of th
Lympic Gravity Water System of the City of Port Townsend, not exceeding the foregoing amount
Don presentation of a properly approved voucher or vouchers.
Section 4. This Ordinance is declared to be one necessary for the immediate preservation

assage, approval and publication as required by law.
Introduced and read for the first time at a regular meeting of the City Council held on
arch 17, 1959.
Read for the second and third times, passed by the council and approved by the Mayor at a
egular meeting of the council held on April 7, 1959.

I, GALE I. YOUNGBLOOD, Duly elected, qualified and acting Clerk of the City of Port
Townsend, Washington, certify hereby that the within and foregoing is a true and correct
copy of Ordinance No. 1358 of said City, duly adopted by its Council and approved by its
Mayor at the regular meeting of said Council held on the 17th day of March, 1959.

The above Ordinance was reed for the first tiis and in 91ew of its nature, will have to
.ay over until the next regular Council Meeting.
NHW AND OLD BUSINESS
Street Supt. Arey said that Mr. Hansen was building three more houses, two about completed
and was starting on the third next week. He said that while he was ill Mr Hansen came in
to the City Hall an acquired a permit for a sower tap and that he put in a 6" line instead
of a 4" for which he shouldnt have done and that Mr Hansen was tying in all three houses on
the same line for only $75.00 and felt that it wasnt right. ZAr Arey asked the Council for
advise upon which City Attorney Abraham informed him that in accordance with the present
ordinance that it could not be done, that Mr Hansen would have to hook up each dwelling
separate. Mayor Leighton told Mr Arey to inform Mr. Hansen that there was a charge of $75.0
for each house.
Councilman Sullivan made a motion that the third reading of the City Planning Ordinance
be read by title only seconded by Councilman Swinhoe. Upon roll call vote Councilmen Sulliv
Mueller Siebenbaum Sindsey Swinhoe voted Yee Councilmen Lafferty anti Councilwoman Avery vote
nae ?Action declared carried.
After some delay in running down the City Planning Ordinance the City Clerk read the titl
only as follows.
An Ordinance of the City of Port Townsend, Washington providing for the creati
f a City Planning Commission prescribing its duties, powers, authority and procedure; provid
or cooperation with other public bodies, organizations, and the City in carrying out a plane'
rogram; providing for the appropriation of moneys therfor; providing for the adoption of
ecessary rules governing a planning progra, and prescribing related provisions.
Councilman Sullivan made a motion seconded by Councilman Swinhoe that the Planning Ordinance
do now pass upon roll call vote Councilmen Mueller, Lafferty, Avery, Siebenbaum, Lindsey vot
nae, Councilmen Sullivan and Councilman Swinhoe voted yea motion did not carry.
ADJOURNMENT
As there was no further business before the Council for their consideration at this time
it was moved by Councilman Swinhoe seconded by Councilman Siebenbaum that the Council do now
adjourn. Upon roll call vote all seven Councilmen present voted in the affirmitive and
(motion declared carried.

The City Council of the City of Port Townsend, Washington met in regular session this 7th
ay of April 1959, at 7:30 PM in the Council Chambers of the City Hall, Mayor Leighton presi-
ing.
ROLL CALL
Officers and members present were as follows: Mayor Leighton, City Attorney Abraham, City
lark Youngblood, Councilmen Mueller, Sullivan, Lafferty, :Avery, Siebenbaum, Swinhoe, Council

MINUTES OF THE PREVIOUS SESSION
• The minutes of the previous session were read in full and it was moved by Councilman Muell
r and seconded by Councilman Sullivan that the minutes be approved as read and that the
agar and City Clerk be authorized to sign same. Upon roll call vote all six councilmen
resent voted in the affirmitive and motion declared carried.
POSTPONEMENT OF REGULAR ORDER OF BUSINESS
® It was moved by Councilman Mueller and seconded by Councilman Siebenbaum that the regular
rder of business be dispensed with and that the bids for the purchase of Copper tubing be
petted and read at this time. Upon roll call vote all six councilmen present voted in the
fffrmitive and motion declared carried.

Leighton called for a five minute recess. Councilman Sullivan so moved, seconded by
ouncilman Lafferty, motion carried by roll call vote.
