Ladies and Gentlemen:
As you know, we opened our new drive-in branch for business on March 9th. Our patrons are

having difficulty reading our entrance and exit signs painted on the pavement and also enter
ing and leaving the lot on the Adams Street side due to car6 being parked near or in the
driveway areas.
'No are particularly concerned with the area between our two driveways on Adams Street. The
space is not quite large enought to park a car without partially blocking one of the drive-
ways, yet there have been cars parked in that space constantly. This causes a serious hand-
icap to our operation.
We respectfully request that no parking signs be posted on Adams Street between our drivewa
areas.

I wish to know if it would be possible to purchase all standing, down and dead cedar, locate
at Township 28 N, Range 2 'dWM, east, half of section 28.
We will pay 10% stumpage for all cedar purchased.

Councilman Sullivan commented that four or five years ago Mr Seaton had taken off cedar whic:
paid the city around 3 or 4 hundred dollars and thought it was a good deal to let the people
take out the cedar.
Supt. Area said that the council had ordered him since then to post signs stating absolutely
no tree cutting of any kind.
City Attorney .kbraham informed the Mayon & Council that bids should be called since the
cutting would be sold off of city property.
Mr. Seaton said that four years ago heuhad a contract on a small part of the city land and
:)ad paid the city approxmitley $280.00 for stumpage. He said the city could pick up around
$1,000.00 for stumpage in the area now wanted.
Water Supt. Area said that when Mr. Seaton had finished his contract he found that their
bulldozer had run over the pipe line and there had been more damage to sunl.l fir trees than
the city had got out of it.
Mayor Leighton referred the above communication to the water committee.

Dear Mayor Leighton.
It has recently come to the attention of this department that owners of property in the
vicinity of the Port Townsend garbage dump have had cause to complain about debris and trasT
being washed up on private tidelands.
For many years this department has been concerned about the use of the Strait of Juan de
Fuca by several communities as a means of disposing of garbage and trash. In addition to
adding to the pollution of the waters of the state, such dumps are impossible to cover, the,
create odor, smoke and fly problems, unless rigidly controlled they become rat breeding
grounds, and they are eye sores.
Cities all over the state, and nation, are going to more modern and acceptible methods of
arbage disposal, such as the sanitary land fill method. Tais method allows for the frequel
covering of all garbage with earth so that rats, flies and unisances are controlled, and in
many cases has been used to reclaim lend and to build it up for more economical use.
It would seem advisable for the City of Port Townsend and Jefferson County to jointly explo:
the possibilities of relocating the present dump. Due to ever increasing land values it wo
seem most practical to acquire a suitable piece of land now for future use. It may be anti:
ly possible that City or County owned land could be traded for a suitable garbage disposal
site without much money being involved in the transaction. At least this is worth consider

Mayor Leighton commented on the above communication saying that she had talked to the

In the matter of Clay, Franklin Resolution to replace distribution
& Jefferson Stu, water mains
IT IS HEREBY RESOLVED BY THE COUNCIL OF THE CITY OF PORT TOWNSEND that it is
their intention to: Replace Distribution Water Mains & Connections on Clay,
Franklin & Jefferson Streets From Walker .to Taylor Streets.
BE IT FURTHER RESOLVED THAT for the foregoing proper purpose there is hereby
appropriated sums in the following detail:

Ordinance No 1357 was introduced and read for the first time at a regular meeting of the
City Council held on the 20th day of January, 1959 and thereby incorporated in thoys minute
It was moved by Councilman Mueller and seconded by Councilman Swinhoe that the first
eading be considered the second reading and that the third reading be by title only. Upon
oil call vote all seven councilmen present voted in the affirmitive and motion declared

OF WATER PIPELINES, AUTHORIZING THE ESTABLISHMENT OF
AN OLY14PIC GRAVITY WATER SYSTEM REPLACEMENT FUND AND
DECLARING AN EMERGENCY.
