Section S. That this ordinance shall take affect and be in force from and after its passage, approval and filing of the acceptance of the some by the snid grantee, and from an after five (5) days after its publication as required by laws. Councilman Swinhoe made n motion to hold passage of the above ordinance pending on the writing of a letter plus a coil of the above ordinance to shell oil company for their approval, seconded by Councilman Avery. Upon roll call vote all six councilmen present voted in the affirmitive and motion declared cnrried. Councilmnn Siebenbnum informed the Mayor & Council that the City Planning Ordinance was nine pnges long and hndnt hnd n chnnee to look it over and would take a long time to read it through and suggested at this time that the first rending be delayed until the members of the Council rood thn ordinance. ile said thnt it would save time In the long run and did not see any reason at this time to hurry it through for want he had seen of the ordinance it would not be in offectckntill next yenr. Councilmnn Siebenbnum made n motion to hold of reading and prssing, of the Ordinance until all the councilman had a chnnne to road it over. seconded by Councilman Sullivnn. Upon roll cnll veto all six councilmen present voted in the affirmitive and motion declared cnrried. City Attorney Abraham snid he would like to mention a couple of things about the planning Ordinance that might save some discussion lnter. He said that this Ordinance like most ordinances referring to management problems in a city, id designed to be a tool, it isnt going to do anything unless the administrative proeduers set up in it are used and the general idea is to give the council a advisory group to help them out with some big problems that require a lot of study and investigation. He said that the one thnt interested him most wan the problem of zoning and of course thora has been n lot of discussion in the council room about the zoini:g problems in the city. He said it sets up a procedure by which the planning commission can help to prepare the budget and also help to prepare budgets in the future for long range programs. He said thnt the ordinance did not restrict the councils powers except in one respect that if you have a planning commission then the things that are in that planning commission field in many instances must first be submitted to the planning commission for study and they must report back. The Council is nmt the ruling body over the planning; commission. The Council is not obligated to follow any recoiamandation by the planning commission they can take the planning commissions aditice or not. If the Idenning commission submits a zonoing ordinance to the council the council can pnss or refuse to pass or throw it out and make up a now one if they desire but first the problem must be submitted to the planning, commission that is of course in a way some restriction on the council because it would require more study, the theory of the planning commission is that it would help the council it would be sort of n added deportment which would to nrimarley under the council. Wor leighton sail that this would take sono time so would wait for n report on the second meeting of the Council in fob. Councilman Sullivan asked the council to go on record in favor of a cotimunity project to beautify the ingoon in Fort Townsend. he suggested that the ores. could be dredged and that a walk.,ny could be built around it. He snid that he believed the Port Townsend Yncht Club would be interested in helping with such a project. ."-Ster considerable discussion Mayor Leighton said the beautification committee would probably discuss the matter at their next meeting. Mayor Attest: v Cf wiff n KI L 1 s �3r Port Townsend Washington February 3, 1959 The City Council of the City of Port Townsend, Washington met in regular session this 3rd day of February 1959, at 7:30 P.M. in the Council Chambers of the City Hall, Mayor Leighton presiding. ROLL CALL Officers and members present were as follows: Mayor Leighton, City Attorney Abraham, City Clerk Youngblood, Councilmen Lindsey, Swinhoe, Avery and Councilman Sullivan. Counoil- men Lafferty, Siebenbnum and Councilman Mueller absent. MINUTES OF TIP. PREVIOUS' SESSION The minutes of the previous session were read in full and itnwils moved by Councilman Lindsey and seconded by Councilman Sullivan that the minutes be approved as read and that the Mayor and City Clerk be authorized to sign same. Upon roll call vote all four council- men present voted in the affirmitive and motion declared carried. BILL AND CLAIMS Approved bills as audited by the Finance Committee for the month of January 1959, were presented and read. No. 5---------- $4,002.18 It was moved by Councilman Avery seconded by Councilman Sullivan that the bills be approved as read and that the Mayor and City Clerk be authorized to dram warrants upon the proper funds for payment of same. Upon roll call vote all four councilmen present voted in the affirmitive and motion declared carried. BUILDING Ro RMITS The following building permits were presented and read and acted upon us follows: Oscar Hetzel, Remodel Garage, 31 X 141, Frame, Lawrence & Jackson, $50.00. Rohring & Morrison, House, 3 bedroom, Frame, F & Willow, $7,500:00. Fred Okert Jr., Additionto house, 171 X 281, Frame 1505 Monroe, $1,000.00. L. D. Solmonson, House, 301 X 401, Frame, Madison & Reed, Y3,000.00. It wan moved by Councilman Avery, seconded by Councilman Sullivan that the building permits be granted. Upon roll call vote all four councilmen present voted in the affirmi- tive and motion declared carried. TEAR DO: N RRMITS The following tear down permits was presented and read and acted upon as follows: Curtis Rnaa, House, 450501, Frame, Corner Jefferson & Conn. To abide by Ord 907. Henry Decker, Uuilding, 164261, Frama, Plash. & Adams. To abide by Ord 907. Robert Worthington, Shed, Frame, 1521 Fir St. To abide be Ord. 907. Councilman Sullivan moved that the tear down permits be granted seconded by Councilman Swinhoe, upon roll call vote all four councilmen present voted in the affirmitive and motion declared carried. The City Clerk informed the Mayor and City Council that there was an ordinance for the creation of a zity planning commission to be read. Councilwoman Avery marled thnt the reading of the Ordinance be postponed until all Councilmen were present, seconded by Councilman Lindsey, Upon roll call vote all four councilmen present voted in the affirmit- ive and notion declared carried. Mayor Leighton commented that at the next regular meeting, i:sm eciately following the council meeting there would be a civilian defense meetin and would like the council members to be present, the City and County Officials will be here including the State Civil Defense directors, Mayor Leighton said that the City Planning Commision Ord. could not be read at that time so would have to be postponed untie the firs meeting in March and hoped that it could be passed at that time.
