B. Hastings First Addition to Part Townsend (or southwesterly half of said Block 19). wonting on this property are tidelands which we are leasing from the State of Plashingt( and on which are located our dock and pipeline facilities. This leased property is descril as: All that harbor area leased under application lying in front of the northeasterly half of' Scbbt Street and the southwesterly half of the tidelund District No. 94, City of Port Townsend, said harbor area being bounded by the inner and outer harbor lines and the center line of Scott Street extended and a theoretical line running in a northwesterly direction and equally dividing tideland District No. 94 both extended across the hnrbor area to the outer harbor line; excepting, however, such portion as is included in Front Street. Situated between the ral property owned by us and that leased by us in Front Street over which our dock is located. As a result of our application uder date of August 10, 19, Ordinance No. 1234 was passed granting tous for a period of 10 years from January 15, 1949 the right to construct, maintain and remove nine lines upon and across Front Street in the of Port Townsend, and also the right to operate, maintain and remove a warf together with pipe lines thereon upon and across Front Street, the consideration for said right being th( payment of $25.00 per annuls. Said franchise will expire on January 14, 1959. We hereby apply for the extension of said Franchise for a period of 10 years and shall greatly appreciate the passage of an ordinance or the taking of such action as shall assure us of the continuation for the next ten years of the benefits we have enjoyed under the e existing Franchise. Redman Operations Manager mayor Leighton referred the above communication to the License Committee and the City attorney for a report at the next regular session. NE71 AND OLD 6USINESS mayor Leighton called upon Mrs Lee Davis who whished to address the Council. Mrs Davis said in the past year the City council had granted the Historical Society permission to us, the fire hall room . She said it was not in very good condition and thought that by appea: before the Council and as long as the building was tax supported and the City was under obligation to keep the building in good condition that the Council would be more than haply, to clean the halls. She said that the Historical Sociedty was a volunteer organization although they were set up in a legal manner under the state of Washington. :r:rs Davis said that the Historical Society felt they rendered a very fine service to the coan!,unity and they should have the support of the City Council. She said that last ,year over 3000.00 people visited the museum and had very fine reports of the condition of the exibits and still felt that the City Council should see that the room was cleaned up. Councilman Sullivan asked !-•rs Davis that when they agreed to let the Historical Sociedty have the spa they needed that the Historical Society agreed thnt they would maintain without cost to th City. Lars Davis said that was on the downstairs part not upstairs. mayor Leighton said that .*ihat Lars Davis was asking for the Historical Society was that if the Council could clean up this room that has been donated for the use of the Society o if they would give the Historical Sociedty permission to solicit help or funds fro the community and to make it a community effort rather than a city effort. For the City did not have available funds. councilman Lindsey and Councilman Sullivan said they would gladly volunteer their services on c given Sunday to help clean up the upstairs upon which Mrs Davis Accepted. councilman Liueller moved that the Historical Sociedty ge given permission by the City of Port Townsend to fix up the old fire hell living quarters anyway that they want without any expense to the City. Seconded by Councilman Sullivan for the City of Port 'ravnsend. upon roil call vote all seven councilmen present voted in the affirmitive and motion carried. mayor Leighton announced that the City Planning Ordinance would be brought up at the next regular session. mayor Leighton thanked the boy scouts of troop 479 for attending the Council meeting and hoped they would visit more often. ROLL CALL Officers and members present were as follows: Mayor Leighton, City attorney Abraham, City Clerk, Youngblood, Councilmen Lindsey, Swinhoe, Soibenbaum Avery, Lafferty, SUllivan. Councilmnn Mueller absent. MINUTES OF PREVIOUS SESSION The minutes of the previous session were read In full and it was moved by Councilman Sullivan and seconded by Councilman Lafferty that the minutes be approved as read and that ® the Mayor and City Clerk be authorized to sign same. Upon roll call vote all six..council- men present voted in the affirmitive and notion carried. POSTPONEME:I'T OF REGULRR ORDER OF BUSINESS As this was th% time for the opening of bids for fuel for the City of Port Townsend, ® Mayor Leighton called for a motion upon which Councilman Siebonbaum made n motion seconded 6by Councilman Lafferty that the regular order of business be dispensed with to open and rend the fuel bids for the city for 1959. Upon roll call vote all six councilmen present voted in the affirmitive and motion Carr ed.
