ROLL CALL Officers and members present were ns follows: Mayor Leighton, City Attorney Abraham, City Clerk. MINUTES 0" THE PREVIOUS SESSI'DN The minutes of the sess:on of December 2, 1956 were rend in full and it was moved by Councilman Mueller and seconded by Councilman Sullivan that the minutes be approved as rend end that the Msyor and City Clark be authorized to sign same. ORDINANCE, #1353 AN ORDINANCE of the City of the City of Port Townsend, Wnshington, amending section 2 of Ordinance No. 1155, passed on April 20, 1943, end approved April 21, 1943, and thereby alter- ing the rate of admissions tax. RE IT ORDATITED by the Council of the City of Port Townsend, l'lashington, ns follows: Section 1. Section 2 of Ordinance 1155 of the City, passed on April 20, 1943, and approvsdT th" Mnyor on April 21, 1943, is hereby nmonded to read as follows: Section 2. (n) There is hereby levied and imposed upon every person (including childm n, witnou regard to age) who nays an admission charge to any pines, including o tax on pernons who Pre admitted free of rhnrge or at reduced rates to anyplace for which other persons pay a chnrge or a regular h_?her chnrge for the some or similar privileges or accomadations, which said tax shall be in the nmount of throe percent (3%) of the admission charge. (b) No tnx shall be Payable by any bone fide employee of the place or by any Federal, State or Municipal officer or employee on official visits, or by any newspaper reporter, or by any child under twelve yonra of age who is admitted free. THIRD RE'DIIdG *UiD PASSAGE ;a. „, Ordinance No 1353 was read for the third time by title only and it was moved by Council- ... Sullivan and seconded by councilman Swinhoe that the ordinance No 1353 do now pass. Upon roll call vote all six councilmen present voted in the affirmitive and motion carried. RESOLUTION , Councilman Swinhoe presented and read the following resolution. A resolution of the Cityof Port Townsend authorizingthe closure of all city offices )n the 26th day of Decembe, 1958. y Whereas, the City Council desires to express its appreciation to City Officers and ' employees for a years work well done, now therefore BE IT RESOLVED: That all of the offices of the City of Port Townsend are hereby authorized and directed to be closed on Friday December 26, 1958. It was moved by Councilman Mueller and seconded by Councilman Lafferty that the resoluti on be adopted. Upon roll call vote all six councilmen present voted in the affirmitive }' and motion carried. v?+� NEW AND UNFIN'4ISHED BUSINESS Mayor Leighton annouced the appointment of a new fire chief. Mayor Lei}hton said thatt Mr Dale is retiring as fire chief on December 3041 195E and by vote of the Volunteer firemen and appointment by the Mayor, Bob Jones has been appointed as the New Fire Chief as of Jan 1, 1959. A' ,n " Mayor Leighton also announced the retirement of Ira Walter Herstrom from the Library board as of December 31, 195B and the appointment of Mr John J. Bannister by the board to serve a five ,year term on the board begirming .January 1, ].959. Councilman Mueller informed the Council & Mayor that on previous years that the City had allowed free parking at all meters the saturday before christ^ras. Councilman Mueller the. I++ _made a motion that free parking be allowed at all meters on the Saturday before Christmas Seconded by Councilman :,very. Councilman Sullivan said that on previous years that the met<- $ were closed that the business men parked their own cars on the street and suggested that tt� Ir 3 ,! arlted their cars in their usual places. } Upon roll call vote all six councilmen present voted in the affirmitive end motion carried. n ; Mayor Leighton called u-•on Mr Thompson who wished to speak to the Council upon w::ich he p z< complied. He said it has bean a very discouraging experience in operating the last fire or six years at loss, and still being forced to collect an admission tax. Ii, said girl I r } working at the theatre have never been ;,Ivan a pay raise .simply because ,,a hadnt been able to afford it. He•said that hundreds of the theatres in the net :_on closed before the 20% R federal tax was removed, and more than 100 theatres in this state have closed because of economic difficulties in keeping them open. lie said any tax that taxes a business out of >.., business is discriminatory. i i i
