Councilman Avery reported to the Mayor and Council on what had been done in regards of
admission tax which has not been collected from Mr. Thompson of the uptown theatre for the
past 21 months. Councilman Avery said that the finance committee had gone through the matter

quite thourgiyand said thnt under thirr investigation that Mr. Thompson has refused to pay

the admission tax. Councilman Avery said that she had talked to Mr. Grady who has been in

contact with Mr. Thompson wiio in turn said that the tax was unfair.

City Attorney Abraham said there was two aspects of the Ordinance left with one possibility,

one was criminal 18bility for not abiding by the ordinance on that he did not collect the to
iV that was thi case and the other would be to bring A civil suit against Mr Thompson for
not collef-tin�ttthe tax. It might be possible but not precticle for the city to bring civil

Mayor Leighton thanked Councilman Sullivan for taking charge of the last regular session in

Mayor Leighton told the council that their was a beautification program for cities being'f�,

1 The City Council of the City of Port Townsend, washington, met in regular session this
4th day of November 1958 at 7:30 PTA in the Council Chambers of the City Hall. Mayor Leigh
ton presiding.
ROLL CALL

MINUTES OF PREVIOUS SES3ION
The minutes of the previous session were read in full, and it was moved by Councilman
Mueller and seconded by Councilman Lafferty that the minutes be approvred as read and that
the Mayor and City Clark be authorized to sign same. Upon roll call vote all seven coun-
cilmen present voted in the affirmitive and :notion carried.

It was moved by Councilman Avery and seconded by Councilmen Sullivan that the bills be
approved as read and that the Mayor and City Clerk be authorized to draw warrants upon the
proper funds for payment of same. Upon roll .call vote all seven councilmen present voted
in the affirmitive and motion carried.

Councilman Siebenbaum said that before passing on the building permits that Dr. Kennith

Carter had a special request he would like to make to the Council in regards to his buildir

permit. Dr. Carter prodeuced a diagram of his proposed building and asked the Council for
their permission to build a covering over the sidewalk area in front of his office saying
that at the present tine their was no sidewalk tLptor but if one was built ti0dor in the
future that it would not hinder of putting the sidewalk in. After careful study, of the

plans of the building and covering of the sidewalk Councilman Mueller moved that the builds
permits be granted seconded by Councilman Lindsey. Upon roll call vote all seven councilme
present voted in the affirmitive and motion carried.
