Youngblood City Clerk :rem Port Townsend Kiwanis Club, to -writ: Honorable 1ia.:or and City Council City of Port Townsend Port Townsend, Vashington Sirs and Madam: As you may know, the port Townsend Kiwanis Club has for several years maintained paper collection bores at various points in the city. The money earned from the sale of scrap psper collected in those boxes has and is being used purely for charitable purposes, in keeping with the aims of Kiwanis, and is used primarily for contributions to needy children. ::e have been e.:pocially active in our eye -testing program, which has been conducted without charge to the children in all of the schools of the eastern part of Jefferson County. Our rig'ct to maintain the collection box which was located on the southeast corner of the inter- section of dater and Tyler Streets has been questioned. This box was located on an unimprov sidaaalk area, which area is not used for sidewalk purposes. 71e request that you grant to our club the permission which may be required to enable us to la•::fully use the site mentions above for a Duper collection box. IIE;1 AND OLD BUSINESS Councilman S..i::hoe chairman of the Police committee reported to the liayor and City Counci on the use of the City Jail to the Historical Society. After an investigation he said that the police department uses the jail on certain occasions as oernight shelter for transients. In summer ronths it is used about once monthly, and in the winter as ,often as three times a month. Councilman S•ainhoe said that the co:sr.itteecane up with the thought that in as much as the Chief of Police does not interpose any ofbection to the use of the jail by the Histor SocAdby provided that.it does not interfere with his activities as Chief of Police; --and that he retain full responsibility for the operation of the Jail in respect to operating and clos He said that the Chief of Police feels that the Iistorical Society had some justification in the reouest and di not object to streanously provided that it does not interfer with his activities and with that in mind and with the desires of the Chief of Police Councilman S,rinhoe made a mot ion that the "ristorical Society be granted permission to utilize the jail under the ter::.s as Cictated by the Chief of Police. Councilman Sullivan seconded the motion Councilman Sullivan asked Councilman s.7inhoe if the City Jail door was ever locked when transients stayed there over ni-ht, the answer was no. Upon roll call vote all seven Councilmen voted in the affirmative and motion carried. Councilman 1:ueller reported on th request for a light in the stairwell he said that two different eloctricdons gave the same answer and that was that they didnt know what they r:oul run in to and the price could be from any -,here from b�15.00 to 835.00 to have that light installed and that included the fixture. 1:ayor Leighton said she would bear that in mind. i 0 J rl LA • u C 11 0 s P; r I'P Councilman Siebenbaum commented that he would like to follow up on the report that Counc Cueller made at the last Council meeting and that visa to warn the different department head be use extreme care in spending their money from now on or until the current expense fund gets healthy again. He said that the money from different sources has not been coming in a It should. Mrs Lee Davis gave a report on the duties and adminstration of a small museum , after th report Mayor Leighton thanked Mrs Davis on her report. Mayor Leighton appointed a committee to meet with the City Attorney and study the possib in setting up a city Ordinance for the planning commission according to the stab law. The Committee is Halter Swinhoe, George :.:ueller and Dennis Sullivan. Mayor Leighton commented that on Oct. 20 the reginal meeting of the Washington cities via to be held here and it still will be here but rather than having the reginal meeting, Floyd Jennings of the Association of 7lashington Cities called and said that it Will be primarly the Municipal Legislation meeting and would like to have all the Council Members and City Official to attend if possible, the dinner meeting will be at 7;00. Mayor Leighton there would still be further information on this before Oct. 20. As there was no further business to come before the Council at this time, it was moved b Councilman Sullivan and seconded by Councilman Lindsey that the meeting adjourn. Upon roll call vote all fdven councilmen present voted in the affirmative7,, and motion carried. er MAYID11 ATTE - ty C er c MINUTES OF REGULAR SESSION OS SEPT2MBER 16, 1958 September 16 16, 1958 Port Townsend, Washington The City Council of the City of Port Townsend, Washington met in regular session this 161 day of September 1958 at 7:30 PM in the Council Chambers of the City Hall, Mayor Leighton presiding. ROLL CALL Officers and members present were as follows: Mayor Leighton City Attorney .Abraham, City Clark Youngblood, Councilman Swinhoe,Siebenbaum, Lafferty, Avery and Councilman Muell( MINUTES OF PREVIOUS SESSION The minutes of the previous session were read in full and it was moved by Councilman Mueller and seconded by Councilman Sullivan that the minutes be approved as read and that the Mayor and COta Clerk be authorized to sign some. Upon roll call vote all seven council- men present voted in the affirmative and motion carried. Councilman Lindsey and Councilmnl Sullivan arrived during the reading of the minutes of the previous session and participate( in the remainder of the meeting. POLICE REPORT The police report was read for the Month of August 1958, aft$ was ordered filed. It was moved by Councilman Avery and seconded by Councilman Sullivan that the building permits be granted upon roll call vote all seven councilmen present voted in the affirmatic and motion carried.
