It was moved by Councleman Sullivan and seconded by Councleman Lafferty thath the buildin
permits be granted. Upon roll call vote all seven councilmen present voted in the
affirmative and motion carried.

Councilman Mueller moved that the moving permits by Leonard Balch be granted because he 1 a
bonded rover. the other two provided they take out sufficent bond to indemnify the city
against any damage to streets or private parties and that they must be moved under the
supervision of the street department. Councilman Sullivan informed the mayor that Mr Boyer
had insurance to move the building. Councilman Lindsey invormed the mayor that the building
being moved by Jesc LaVera rras being moved by a bonded mover. City Attorney Abraham said
hc• should com_,.ent on Mr Boyers permit, the 1^n+ranse that Mr Boyer has was not a bond, and
that it :: his duty to inform the council o the fact, it was liability insurance as distirluished
from a indemnity bond covering his truck. City Attorney Abraham said he was not trying to
prec_nt the granting ofthe permit, but he had in mind that the committee or the police chied
or both should check to be sure that the proper bond should be secured in all cases.
�Mayor Leighton commented that Yr Boyer knew before he could move the other two sections of
the building that he had to have the proper bond. Mayor Leighton then called for a second
to the motion. Councilmen Avery seconded. Upon roll call all seven councilmen present
voted in the affirmative and motion carried.

Gentlemen:
This letter is a sup-lement to our request for a building permit dated June 25, 1958. The
proposed building will be a modern structure situated somewhat centrally on this lot which
measures seventy feet by 110 feet. Due to its isolated position on the property, it will no
create a fire hazard to any adjacent buildings. Construction ofthe parking lot and driveway
will necessitate breaking up of the majority ofthe curbing on Adams Street and removal of
parking meters. Adriveway will also be built on 7fssi:ington Street. Your permission is
requested to do this work. The. Bank feels that this proposed project rill be an attractive
addition to our to•:rn besides enabling it to give better seervice to its coutomers.

st Fort Townsend and he suggested that I write to you for a building permit. I am hereby
applying for a permit for a residence for George T. Butler to built at Mosely Place and Maple
street or. Tes Lots 34 and 38, Section 2 Township 30 North, Range 1 West Willamette Meridian,
Fort Townsend, Was- ington. The living area of this daylight basement house ::ill be 1261 sq.
feet. J�k:v'.bxx and the area of the attached garage will be 240 sq. feet. The basement will
be unfinished. The foundation will be reinforced concrete and the house `:ill be frame
Construction of a contemporary design. The estimated building cost is $14,500.00. ?lease
address all correspondence to re at the above address.

Pie hereby request permission for the use of two room in the Fire Ball for the polling
lace of Precinct 4 at the primary election, September 9th and the General election on
tovember 4th. The room for the counting board is needed brom 4:00 p.m, to 8;00 p.m. on
primary day and from 2;00 p.m. to 8:00 p.m. on General Election Day. Trusting you will

The County Fair Inc. a non-profit organization and sponsor of the Carson Barnes Circus
request the City Council to waver the City license fee of $50.00 as the circus visa held on

illegal.
City Attorney Abraham adtised the council that he could see no grounds upon which the
Council could validly grave the lisence fee.
Councilman Mueller made a motion that late application of the license be denied. Seconded
by Councilman Swinhoe. Upon roll call all seven councilmen present voted in the affirmati•
and motion carried.

Dear GGlenn,
It has again come to my attention recently that a number of cities in the state of washingtr
make a practice of reffering to their local Credit Bureaus, small accounts which become
delinquent and are not of sufficient size to warrant action by the City Attorney or other

civic official. These accounts apparently consist of some water bills, garbage bills and
other miscellaneous legal charges, and i would like to herewith solicit any such accounts
which may be on the books of the City of Port Townsend at the present time, even though
persons owing the balances may have removed from this area. In my opinion, we can recover
at leat a fair percentage of these legitimate charges and perhaps realize some profit
besides recovering for the city sane much needed revenue. I would appreciate it if you
would advise me if there are any such accounts which might be referred to me and if so, i

:could he happy to discuss the matter with you personally or with City officials upon your
suggestion.

City Attorney Abraham commented that he asked the clerk to include the above letter in the
correspondence for one reason mainly, that he was not interested in the local accounts but
we have caa s of people rrho skin out and it is not financialy feasible to have the City
Attorney .to va New yo9K or somplace to recover t gee dollars on a water bill and he was
sure that it i within the authority of the office of the City Attorney to forward thoes thin
to another attorney or to a collection agency. He had never forwarded anything but was going
to start for there was being quite a few bills being skipped and would probably have more.
he thought that the Council should be informed. Street Superintendent Arey said the water
bills -.sere a state law anyone who skipped thier ,,rater bill for two or three months they
shut the crater off and the next customer paid for the bill before they turned the water on.
