ROLL CALL Officers and members present were as follows: Mayor George Bangerter, City Attorney �Abrah m, City Clerk Ryan, and Councilmen Lindsey, Sullivan, Mueller, Avery and Ellis. Counc lman /f/1/f//�//.�f/I/F/1�1(i Siebenbsum arrived during the reading of the Minutes and Councilman Steve arrived during the reading of Communications and both Councilmen partici- pated in the remainder of the meeting. MINUTES OF PREVIOUS SESSION he minutes of the previous session were read in full and it was moved by Councilman Mueller and seconded by Councilman Ellis that the minutes be approved as read and that the �IMayor and City Clerk be authorized to sign same. Upon roll call vote all six Councilmen I;prese 4, t voted in the affirmative and mention carried. BUILDING PERMIT 'c he following building- permit- visa presented and read: drs. Al. Hansen, Etect Home-Frame-241 X 481, 18th and Sheridan, $8,000.00 jt was moved by Councilmen Siebenbaum and seconded by Councilman Lindsey that the building permit be granted. Pipe shall be furnished with a flexible coupling each length and shall conform with the adopted specifications. Each bid shall be in accordance with the plans and specifications and other contract :uments now on file in the offic a of the City Clerk at Port Townsend, Washington, where 31es may be obtained by depositing the sum of five dollars ($5.00) for each set. Deposit L1 be refunded upon the return of the plans and specifications in good condition. Each bid shall be accompanied by a certified check, cashier's check or bid bond made ?able to the order of the City Treasurer of Port Townsend, in the sum of 5% of the amount 1; to be forfieted to the City of Port Townsend by the successful bidder in case he fails enter into contract, file an acdeptable Surety Bond in the sum of 100% of the contract ice, to fill conditiond of said contract within to days of the date of award. NEW AND UNFINNISHED BUSINESS After some discussion by the Council of the problem of cars spooding 45 to 50 mph in 25 mph zone near the richfield gasoline station, Councilman Siebenbaum stated that it a a police problem. Councilman Mueller said that the Police had made an effort to correct e situation but the police had so many repercussions that it was difficult to enforce. Councilman Siebenbnum asked the City Attorney who would be liable in case of a crash. e City Attorney stated "The speeder, the one who would be negligent. He further stated .at the City is not liable if the City is not negligent. He cited a case that happened in �e City of Kent where a Stpp sign fell dorm and a car ran the stop sign and crashed and •e City of Kent suffered a terrific loss. Councilman Steve suggested that inns much as tore was only one 25 mph warning sign in that area several more be placed to keep pace .th other communities he had noted on warning signs. Councilmen Lindsey reported that n lady asked him to bring the following matter up. tis lady was walking on the sidewalk (Wooden) near the palms cafe and resteruant and aught her heel of one of her shoes in a crack and tore the heel off. City %ttorney-'braham stated that the City or Private Property- Owner could be liable. t said the City can incur liablity on sidewalks.
