The City Council of the City of Port Townsend, "lashington, met in regular sesnion,this
d day of December, 1957, at 7:30 P.M. in the Council Chambers of the City Hall, Mayor

Officers snd members present were an follows: Mayor George Bangerter, City Attorney
sham, City Clerk Ryan and Councilmen -Avery, Ellis, Sullivan and Lindsey, Councilmen
Iler, Siebenbaum and Steve arrived during the reading of the minutes and participated
the remainder of the meeting.
MINUTE'S OF PREVIOUS SESSION
The minutes of the previous session were road in full and it was moved
by Councilman
Lis and seconded by Councilman Sullivan that the minutes be approvedcas
read and that the
Tor and City Cleric be authorized to sign some. Upon roll call vote fill.
seven Councilmen
sent voted in the affirmative and motion carried.
APPROVED BILLS AND CLAILIS

presented and read.

Gentlemen:
For the second tine fie beseech your cooperation to the end that the water rights of
the Public Utility District and those of the City of Port Town3end be resolved before
the Department of Public Resources.
Betxeen the date of our first letter under this subject matter and today, the
members of the P.U.D. Commission and those of the 'Dater Committee of the City Council
have had an opportunity to debate the physical problems that devolue upon each of the
applicants.

"As you will recall the final decision regarding the disposition by the Department of
Conservation and Development of the crater rights of the District and the City of Port
Townsend for consumptive use rras to be Y:eld in abeyance until after the studies which vlere
being undertaken by the Department of Fisheries wore completed. Those studies were comnlotu
some time ago and the report of the Fisheries Department vies filed with the Department of
Conservation and Development... The Fisheries stated in effect that in order to achieve
optimum fish production of the stroam, that a minimum flow of 200 second feet should be
maintained. This flow, of course, in many tines the minimum historical flow on the river.
Their report did not cover, as wo hoped, which diversion site on the Dosawallips would ben'
suit the Fisheries Department. It is my orm foelir-C that the Fisheries Department report
has not clarified or notarially affected the problem of the crater rights which is still
before the Department of Conservation and Development."
"If you feel that the relations between the City and tLc District uo such that tho
City would be willing to either withdraw its application or to accept second priority
for its water rig'r_ts, than I would most certainly reco,=ond that the District ren_uent a
final dodision on the application at an early date."
In view of Una foregoing, l.iay the Public Utility District now request that tl,a ,City
of Port Townsend either withdraw its application or be ,willing to accept second priority
for its water right, in order that the program of the District may project itself ill the
public interest.

1 Councilman Siebenbaum informed the Council that he had just coma from a Water Committ
meeting with the 'ilater Superintendent on the above communication and that he reco-=ended
`- further study of the Communication by the Council. the Slater Committee and the ',Sater
Superintendent.

T!.o Retail Trades Committee of the Port Townsend Chamber of Commerce reamoctfull
renuesto your cooperation and that of the Port Townsend Police Department in the
observance of a special narking fee program in correction with ',:lie 1957 Holiday
Shopping Season in Port Tonmsond during most of tt,is month.
Our plan is for the City Police to deposit five cents in perhing voters which
show violation of parking regulations, togather with a special envelop for the wind-
shield notice which the offender may use to refund the amount pa-ld in his behalf. If
the violation extends to the second hour the polica would then proceed as usual in
such violations.
Out thought is to extend special courtesy to our Christma3 shoppers. This plan
has been used successfully in a number of other corgi unities and we are sure it would
work for harmonious Shopper-Marchant relations in Port Townsend and Jefferson County.
Of course, the Chamber of Commerce would prepare all materials and furnish the
coins necessary for carrying out this plan. It will be much appreciated if you will
" direct the Port Townsend Police Department to cooperate with us in this plan. Please
notify us of your decision in this matter and accept our thanks and appreciation in
antinipation of its acceptance.
