Gentlemen:
Permit me to call your attention to a problem involving the administration of
certain of the Cites and County®s affairs that, must be resolved in the interest of
orderly and responsible government.
Men the undersigned entered upon the duties of the office of County Sheriff of
Jefferson County in January, 1955, he assumed the responsibility of a practice that had
been in effect for some years previously, ( the exact date of which is unknown, but must
have been when the City of Port Townsend abandoned it city jail), that of receiving for
safe -keeping prisoners arrested by the City Police.
Hey office is now confronted with the question of applying to the Board of County
Commmissioners for additional help or seeking finiancial assistance from the City to aid
and surplement the monthly salary of the Deputy Sheriff, who in addition tp his other work
performs the duties of turnkey.
The precarious condition of the County Current i;xpense Fund really precludes
further financial assistance from that source, as all of you must appreciate, that Govern-
mental fund is on interest at least four months of the year. If I am to maintain competent
help, then I must appeal to the City Administration for additional compensation for the
Jailer -Deputy. This is not unreasonable, as he is on duty 24 hours a day, 7 days a meek and
at hand at all times to receive, confine and book all nrisoners arrested by the City Police.
This man is working 24hrs a day, 7 days a weoh as jailer and turnkey for 5 policemen who
work 8 hours a day, 6 days a week. In addition to bean; jailer, he performs and carries out
all the booking with relation to city prisoners.
Common respect for the affairs of man, compels me to suggest that the Council
Committee on -Police And License, in conjunction with the layor, and in the adoption and
completion of the Mayor's Preliminary Budget, which must be made up and determined before
the first Tuesday in September, insert therein an amount of money that will bring the
compensation of the Deputy Sheriff -Jailer, or Turnkey, from his present monthly a glary
to a sum commensurate with the duties performed, and time and hours involved incident
thereto.

In reply to your request for a survey of Street lights in the Northwest area of
town and Gran$ Street School area, and Une cost of installation, we have completed the
engineering survey.
Northwest area will require 21 lights to cover this area. Four lights -will be
necessary at the new Grant Street School area.
There will be no installation cost to serve either area. Pie now have a multiple
selficontreled ejectric eye street light for this kind of an area. Your cost willbe only
the regular cost of the street light service only.
