Port Townsend, Washington June 18, 1957 The City Council of the City of Port Townsend, Washington, met in regular session this lath day of Juno, 1957, at 7:30 P.M. in the Council Chambers of the City Hall Mayor George Bangerter presiding. ROLL CALL Officers and Members present were as follows: Mayor George Bangerter, City Attorney Abrahen, City Clerk Ryan and Councilmen Siobenbaum, Sullivan, Llndsey,Steve, Ellis and Mueller. MINUTES OF PREVIOUS SESSION The minutes of the previous session were read in full and it Ives moved by Councilman Mueller and seconded by Councilman Ellis that the minutes be approved as road and thnt the Mayor and City Clark bo authorized tp sign same. Upon roll call vote all six Councilmen prevent voted in the affirmative and motion carried. BUILDING PERMITS The following building permits wore presented and rend: John W. Woodworth,Crect Homo, 14 X 321,Framo, Jackson and Lawrence, ?(2 000.00 Micki Paton, Repair Home Foundation, 17f X 241, Frame, 3rd & Sherman, Sy400.00 Jack L Tice, Erect Gnrags, 201 X 221, Framo, Umatilla and Cross Stfs, 400.00 Signal•Oi1 Co.,Eroct and install (2)-550 gal. storage tanks,Underground,Quincey and Washington Streetts, $500.00 Tiiomss Motors, Erect used car snles office,Concrete block,101 X 301, $600.00 It was moved by Councilmen Sullivan and seconded by Councilman Lindsey that the Building Permits be grpntod. Upon roll call vote all six Councilman present voted in the offirative and motion carried. ORDIN.:NCE No. 1335 AN ORDINANCE OF THE CITY OF PORT TOWNSEND, WASHINGTON, VACATING THAT PORTION OF 59th STREET LYING BETWE N BLOCK 46 AND BLOCK 51 OF THE CALIFORNIA tDDITION TO SAID CITY. THE CITY COUNCIL OF THE CITY OF PORT TO'WNSEND DO ORDAIN AS FOLLOWS: Section 1. That portion of 59th Street of said City lying between block 46 an lac 1 of the California Addition to said City be and hereby is vacated. Section 2. This ordinance shall take effect immediately upon its passage, approve and publicntion as provided by law. Read for the first time at a regular session of the Council on June 18th, 1957. It was moved by Councilmen Mueller and seconded by Councilman Steve that the first reading be considered the second reading and that the third reading be by title only. Upon roll cell vote all six Councilmen present voted in the affirmative and motion carried. THIRD READING AND PASSAGE Ordinance No. 1335 was read for the third time by title only and it was moved by Councilman Lindsey and seconded by Councilman Steve that Ordinance No. 1335 do now pass. Upon roll call vote nil six Councilmen present voted in the affirmative and motion carried. RETORT OF OFFICERS_ The Chief of Police, report for the month of May, 1957 was read and was ordered filed. COMMUNICATIONS Census From State of Washington, n Board to -wit: June 10, 1957 Dear City Official: Attached herewith is a preliminary, unofficial draft of the Census Boardta 1957 population report of the 254 towns and cities in the State of Washington. The purpose of this tabulation is to give each municipality an opportunity to examine these figures before final certification by the Census Board. Questions concerning the validity of any of these statistict should be accom- panied by supporting data. 7..11 requests for special review must be received by this office not later than June 24. In 3erivng Iio f�ures in this table, the Census Board accepted the reports on territorial annexations between April 1,1956 and 'March 31, 1957 as presented by the various municipalities, with the assumption that these annexations were properly filed with the Secretary of State. Schmid W W (4 ,.E.p.x t .,.; MINUTES OF -REGULAR SESSION OF JUNE 18,1957, CONTINUED. e IA i 1 1 I From Jefferson County Historical Association tb-wit: June 15, 1957 Honorable Mayor and I'lembers of the City Council City hall Port Townsend, Washington Gentlemen: In order that the City may have a record of the repairs made to the Fire Bell lower by the Jefferson County Historical Society, as authorized by you, we are listing them slow:. A cement foundation was placed undor the tower. The old timbers within the tower which had decayed were replaced with new timbers. The windows were replaced. A new door was hung. The eaves and cornices were put in good repair. The roof was reshingeled The building was given two coats of paint. The builder assures us that the tower is now in good condition, and may continue not )nly as a unigue and historic structure, but'as a landmark on navel charts by which ships nay chart their course safely into this port. UNFINNISHED AND HEW BUSINESS Councilman Siebenbaum introduced the request of the Chimacum Fire Department read at the previous meeting and an open discussion followed. After some discussion by the members of the Council Mr.. Harry C. Francis of Chimacum and Mr. Melvin Goodo,Quilcene of the area Volunteer Fire Department explained to the Council that the initial letter that had come on through tp the Council had not. had a chance to get to the proper channels before being presented to the Council and that they would like to give the Council that area's problem. They explained that becaue of the telephone system now in existence that the area had two exchanges and .that ho&d of the fire department was on one exchange and the Quilcene area was on the other. They explained that in the Quilcene area they only had five Vol. fire Department Members and that they were all working days. After alittle discussion,it was agreed that as per usual both fire departments would respon to large fires on the part of the other provided it worked no hardship on either one of the fire departments. After questioning by Councilman Mueller and upon the advise of Councilman Siobenbaum a member of the Port Townson Volunteer Fire Department that the local firemen would attempt to call two numbers of the Chimacum Fire Department. City Attorney Abraham advised the Council that the City of Port Townson would not be liable to any fault or failure and it visa agreed by Mr. Francis and Mr. Goode that they would draw up an agreement and relieve the City from liability. Councilman Steve informed the Council that he would like to see the names of all Vandals published in the local paper to reduce the likeliehood of future vandelism. City Attorney Abraham advised that it is not the police of the Police to disclose the names of Juviniles. Afttr some discussion City Attorney advised the Council that the Parents concerned are the main problem because they won't sign a complaint for fear of hurtin their child's future. It was moved by Councilman Stave and seconded by Councilman Lindsey that a resolution from the Council be sent to the School Board that School Officials supervise Initiations at the end of the School year. Mnyor Bangerter reminded the Council thnt a resolution had in the past been sent to the school board for the sam a purpose. Upon roll call vote all six Councilmen present voted in the affirmative and motion carried. ADJOURNILNT As there was no further business to come before the Council at this time,it was moved by Councilman Steve and seconddd by Councilman Lindsay that the meeting adjourn.
