After inspecting several makes and sizes of such fire extinguishing equipment,
Officers recommend the Prato Fire Extinguisher which sells at $6.95 each, plus tax or its
equivalent. Extinguishers of this size can be easily operated by any member of the
Chetzemoke Golden age Club in case of emergency.

Because of the pride of the members in their club house, and the care with which they
use it, Extinguisherd of this type should be entirely adquate for the purpose.

It was moved by Councilman Mueller and seconded by Councilman Steve that two fire

Gentlemen:
One of our field representatives, Mr. Donald Hayes, visited your City on May
7, 1957 and discussed at considerable length the population of Port Townsend with,

As you know, the Census Board certified a population figure of 4,700 for
Port Townsend on April 1, 1956. Mr. Hayes noted that City Officials as well as the

Chamber of Commerce believe that this figure is substantially lower then that which

might be revealed by an actual census. The Census Board would be very happy if a Censu
were taken, and would cooperate in every way possible.;
The following suggestions for taking a census were outlined to Mr. Ryaus
The Staff would consist of one supervisor and from eight to ten enumerators, The

Supervisor, experienced in directing operations of this kind, would be made available

by the Census Board at the standard rate of $3.00 per hour. The enu merators would
be residents of Port Townsend. The proceedures and definitions of residents wouldX'
conform to those of the Federal Census Bureau. The Census Board would furnish all4,F3
foams and schedules with out charge. The cost of the entire Census would be approx-
imately $600 to 700 dollars, possibly even less.
The schedule of operation would be as follows: (1) lay out the City into blocks
on Sunday; (2) select, train and begin the enumeration on Monday, and (3) complete
the entire Census by Wednesday evening.

After a little discussion it was decided that because the State was going to open upIP
Fort Warden around July of this year, it would serve no purpose to take a Census this

year and then take another next year after the State opens the Fort up.

AN ORDINANCE of the City of Port Townsend, Washington, providing for a lien

against real property for delinquent garbage collection charges.
WHEREAS a garbage collection service has heretofore been provided by the City

and charges levied therefore, and
WHEREAS a lien against property served by said garbage collection service is

required in order to effectively collect the said charges, now therefore

THE CITY COUNCIL OF TM CITY OF PORT TOWNSEND DO ORDAIN as follows:
Section 1. Delinquent charges for collection of garbage in and by the said City
shsll ecume as lien against the property for which the garbage service shall have een
rendered. Such lien shall be made effective by filing a notice thereof specif$ing the
charges, the period covered by the charges and giving a legal description of the
premises at which the service was rendered. Such lien shall be filed with the same
Official and within the time and shall be foreclosed within the time and manner
prescribed by law for filing and foreclosing liens for labor and material. Such lien
shall be prior to any and all other liens and encumbrances filed subsequent to the
filing of such lien, but shall be subject to all general taxes and local improvement
�I assessments, whether levied prior or subsequent thereto.
f. Section 2. This ordinance is declared to be urgent and necessary for the i
immed a� preservation of the public peace, health and safety of the people of said
City of Port Townsend, and shall take effect and be in force immediately upon, from an

THIRD READING AND PASStGE
' Ordinance # 1334 was read for the third time by title only, and it was moved by
Councilman Sullivan and seconded by Councilman Siebenbsum that Ordinance # 1334 do now
pass. Upon roll call vote all six Councilmen present voted in the affirmative and motion
carried.

COMPREHENSIVE INSURANCE BIDS
As this was the time for opening of bide for comprehensive Insurance for the City
of Port Townsend, bids were opened as follows:
Farmers Insurance Group $956.92
It was moved by Councilman Sullivan and seconded by Councilman Steve that the Farmers
Insurance Group Bid be accepted. Upon roll call vote all six Councilmen present voted
in the affirmative and motion carried.
NEW ADM UNFI-INISkED BUSINESS
Councilman Steve generally discussing Ammeter Oils request for a No Parking area
at their new bulk plant loading platformrecommended that the wording be as follows:
That portion of Monroe Street lying between Water and Front Streets be designated a
No Parking Area except for loading and unloading purposes. It was,,moved-by.Councilman
Steve and seconded by Councilman Idueller that the request do now be granted. Upon roll
call vote all six Councilmen present voted in the affirmative and motion carried.
Councilman Sullivan introduced Mr. Fran Miller Chairman of the Rhododendron Festival
Committee who reauested the Council to authorize free parking in the downtown area on
Saturday May 25, 1957 as had been the practice in previous years. It was moved by
Councilman Ellis and seconded by Councilman Steve that the request for free parkingon
Saturday May 25, 1957 be granted. Upon roll call vote all six Councilmen present voted
in the affirmative and motion carried.
ADJOURNMENT
As there was no f*rther business to come before the Council at this time it was
moved by Councilman Steve and seconded by Councilman Siebenbsum that the meeting adjourn.
