Twat portion of 59th Street lying between lots 4,5 and 6, Blocks 51 and Lots 1, 2 &
3, Block 46, California Addition to the City of Port Townsend, State of Washington.
Your petitioners respectfully represent and allege that they are the owners of said
LOts 4,5, and 6, Block 51, and Lots 1,2 and 3 of Block 46, California Addition to the
City of Port Townsend, Jefferson County, Washington, which is all of the land that abuts
upon that portion of 59th Street, as above described. Your petitioners further represent
and allege that said road is useless as a part of the general city street system.
WHEREFORE, your petitioners pray for the vacation of said street, as provided by law,
as outlined on copy of the plat hereto attached.

It was moved by Councilman Mueller and seconded buy Councilman Siebehbaum that a
Public hearing be held on the Petition at the first regular meeting in June and that all
costs of the petition be borne by the petitioners. Upon roll call vote all six Council-
men present voted in the affirmative and motion carried.
ORDINANCES AND RESOLUTIONS
Ordinance No. 1333
All ORDINANCE of t he City of Port Townsend, Washington, amending Section 1, of Ordinan
No. 1255, passed March 211950 and approved March 22, 1950; thus increasing fees
charged for sewer connections from $40.00 to $75.00
Y1HEP.EAS increased costs of materials and labor have resulted in greater costs to the
City for the repair of streets after sewer connections have been made, now therefore,
BE IT ORDAINED by the Council of the City of Port Townsend, Washington, as follows:
Section 1. Section 1 of Ordinance 1255 of the City, passed on March 21, 1950 and
approved the Mayor March 22, 1950, is hereby amended to read as follows:
Section 1. That for the purpose of regulating and minimizing damages to city sewers
and streets there is hereby provided a'fee of $75.00 for each sewer connection here-
after made, for which a permit to connect shall -be issued, and the said fee shall be
paid before any permit shall be issued. Said fee is for the purpose of repairing
damage to the city streets occassioned by said connection before work shall commence.
Section 2. This ordinance shall become effective five days from and after its
passage, approval and publication as required by law.

It was moved by Councilman Mueller and seconded by Councilman Siebenbaum that the
first reading be considered the second reading and that the third reading be by title
only. Upon roll call vote all six Councilmen present voted in the affirmative and motion
carried.
TdIRD READING AND PASSAGE
Ordinance No. 1333 was read for the third time by title only and it was moved by
Councilman Siebenbaum and seconded by Councilman Steve that the Ordinance do now pass.

RESOLUTION 110. 57-4
A RESOLUTION of the City Council of the City of Port Townsend declaring its intention
to perform and carry on certain public work independent of contract.
WHEREAS, in the prosecution of the public work contemplated by Ordinance No. 1318 of
the City of Port Townsend, Washington, adopted and approved January 17, 1956, and
particularly in connection with Gravity Transmission Line Replacement Contract
W.T.R. No. 1, 1957, it is necessary to build an access road to permit pipe deliveries
to the new line from Station 104E plus 47 to Station 1092 plus 00 and from Station
1227 plus 47 to Station 130E plus 20, as per plan, profile and drawings of the City
Water Department No. 52-2-1 through 5, and,
W:-!ZREAS, to prepare detailed plans and specifications for the construction of such
access road would entail an unwarranted engineering cost, and a letting of the work
by contract, upon notice, needlessly delay final completion of the construction and
installation of additions, betterments and improvements to the water system of the
City as contemplated by Ordinance No. 1318 aforesaid, and
WHEREAS, and furthermore in the judgment of the City Engineer, the work of constructing
such access road, can be performed or supplied and materials furnished by the city

independent of contract cheaper than under contract, therefore,
BE IT RESOLVED by the City Council of the City of Port Townsend that the City Engineer be
and he is authorized and empowered to fourthwith proceed, perform and carry on with the
work herein recited to be done by the employment of necessary labor, rental of equipment
and purchasing of material, independent of contract.

RESOLUTION NO. 57-5
WHEREAS THE City Treasurer has requested authorization to transfer the sum of $57.50
from budget item "Sundry and Miscellaneous" to budget item "Premium on Official Bond,"
both of said items being within the said Treasurers budget, and it appearing that a saving

moneys to the City can be effected thereby, and it being in the best interests of said

It was moved by Councilman Ellis and seconded by Councilman Sullivan that Resolution
No. 57-5 now be adopted. Upon roll call vote all six Councilmen present voted in the

UNFINNISHED AND NEW BUSINESS

Councilmen Ellis reporting as Chairmen of the Building and Misc. Committee, informed

the Council that acting upon the Historical Society's request for more space in the city

hall, her committee recommended that the Apt, upstairs over the old fire hall be given
for use by the Historical Society. Mrs. Lee Davis representing the Historical Society

thanked the Council for the Chance to use the (apt. space. A motion was then made by
Councilman Ellis and seconded by Councilman .Avery that the Historical Society be permitted

to use the Apt. space over the old Fire Hall. Upon roll call vote all six Councilmen

present voted in the affirmative and motion carried. Mrs. Le a Davis announced that the
Ceremony at the Bell Tower would be held at 10:30 A.M. May 24, 1957 and that she hoped

there would be a good representation there for the ceremony.

Councilman Steve informed the Council that there seemed to be more trailers at the
City Park trailer Camp. Mrs. Davis said that she probably could explain it. She stated that

at the present time , Congdons Trailer Camp could not handle all of them and he was

recommending that the surplus trailers camp at the Park until he could handle them.

reauest of Shell Oil Co. for additional storage for petroleum prmducts at their present

!Star some general discussion by the Council of the Rhododendron Festival Committees
request for permission to fire a display of Fireworks at tho Municipal Golf Course in
conjunction with the Festival, it was tentatively agreed that the Fire Chief in his
discretion would be the more likely person to secure permission from.
City Engineer Wilder informed the Council that after study of all the bids to

supply 28" and 30" pipe to the Gravity Transmission Line replacement Contract W.T.R. Nol,
of 1957, it was his recommendation that the Bid of Hydraulic Supply Mfg. Co. of Seattle,
being the best bid for the City, that the Council accept Hydraulic's Alternate bid of

$195,167.27. It was moved by Councilman Siebenbaum and seconded by Councilman Steve that

vote all six Councilmen present voted in the affirmative and motion carried.
City Attorney Abraham informed the Council that he had written a letter to Mr. Melvin
Kivley in regards to the Clean up of Peckts Camp and that the situation was being remedied.

Councilman Mueller made a report to the Council of a meeting he and other officials

had attended at Olympic Health District at Port Angeles.He told the Council that they had

tried to get a detailed breakdown of the dispersion of the Helth district' £inancis assets,
but were unable to do so. He also stated that tentative plans were made contemplating
withdrawing from the Olympic Health District if we could possibly go on our own.

City Street and Water Supt. prey asked the Council their feeling about having Sprink-
ling hours from about 5:00 A.M. to 8:00 P.M. At night. At a little discussion it was decided

that the Port Townsend Leader would place a warning article in the leader at this time.
