Port Townsend, Washington November 6, 1956 The City Council of the City of Port Townsend, Wnsliington, mot in regular session this 6th day of November, 1956 'at 7:30 P.M. in the Council Chnmbers of the City all, Mayor Goorge Bangertor presiding. ROLL CALL Officers and Membora present were as follows: Mayor George bnngorter,City Cleric Rynn, and Councilmen Avery,Slebonbaum,Sull.ivan, Lindocy,Stevo And Muollor. APPOINTMENT OF CITY ATTORNEY Mayor Bnagertor announced at this time that City Attorney Stevens was a very sielc man and that he was appointing Mr. Glen Abraham Jr, as City Ottorney during the absence of Mr. Stevens. LIIIIUT."S OF PR`;VIOUS S-S'1ION The minutes of the previous session wrore read in full and it was moved by Councilman Mueller and seconded by Councilman Sullivan that the Bills be approved as road and that the Liayor and City Cleric be uuthorized to sign same. Attention George Cotton Gentlemen: This letter is to confirm the, discussion of October 26, 1956 between yourself, Mr. Jones, City Engineer, Mr. Bukowsky, Crown Zollerbach Consultant, Mr. Gannon, Mr. Surace and the writer. Vie wish to point out ngain that it is imperative to finish the dam before January 1. We believe that a time extension to January 1 is ample to cover any delay due to changes or unforeseen conditions other then weather, no covered by paragraph 20 of the contract. We feeik every means must be exhausted to complete the project b.-fore January 1. 'Ile are confident you will proceed with all dispatch possible and make it unnecessary to invoice the alternates provided in the Contract as outlined in paragraph 9. As wo understand it, your conclusion at the and of the discussion of October 26 was that a pull would be brought in as soon as the weather permits. This would re- quire a minimum of throe (3) days without rain. If the pull operation was successful, enough pulls would be used to make a balanced operation and the work would proceed, working the maximum hours per day that operators can be obtained and conditions pormit. The second alternative was a truck and shovel operation using a 3/4 or 1 yard shovel and three or four trucks, dependent on,truch size. The third alternative discussed was a balanced scraper operation. Briefly touch:d upon was the possibility of freezing firming up the road between now and January 1. However, to work the dam in freezing weather, either an around the clock operation or salamanders or some other heating method would be required to prevent the fill surface from freezing overnight. 19e are reasonably sure that one of the methods which you discussed and were outlined will allow the completion of the dam by January 1. Jones, City Engineer to -wit: CITY OF PORT 'TOWNSEIQD Office of City Engineer Cotton Engineering & Shipbuilding Corporation 126 Madison Street Port Townsend, Washington .Attention: Air. George Cotton Subject North Dam Gentleman: At 8:30 A.M. on November 1, we informed you that the weather forecast was favor- able and we wished to place fill material on the North Dam starting at 8:00 November 2. T,,is was in accordance with you'•committmont to supply equipment in a period of"a half day". This equipment did not arrive at the job site until after 4:30 November 5, a period of five (5) full days. November 2 and 5 were fair days to work having only a sprinkle of rain while November 3 and 4 were bright and sunny all day. We wish to point out that due to lethargy and poor planning four workable days were lost. This could prove to be very costly to all concerned. We also supplied inspection service on Iovember 2 and November 5. We have no alternative but to bill you for this service as it was a total loss due to your failure to supply equipment. We trust that we will be able to work on all days that wenth-r permits from here on in. The limited time loft and uncertain weather make this essential. Sincerely, Keith F. City Enlineer Jones replied that he wanted the Council to be informed on the events taking pince and that further he thought that they should be.. made a matter of record in the minutes of the Council.
