Upon. roll call vote all five Councilmen present voted in the affirmativo and motion carried. From the Olympic Health District, Clallam and Jefferson Counties to -wit: September 12, 1956 City Council 1 Port Townsend 1.'ashington Gentlemen: Please find enclosed a copy of the proposed budget of the Olympic Health District for the coming year, 1957. I personally, feel that the proposed expenditures shown re- present the minimum possible, if this office is to carry out its function in an efficient and proper manner. It is pegovernment,s needless to point out that this department, in common with most other agencies of local government, faces the problem of increasing costs of Operation versus uncertain financing In the case of the Olympic Health District, this is intensi- fied by the number and variety of contributors and by geographical considerations in the maintenance of personnel in the field. To illustrate this point, permit me to say that in no area in the District is a single agency solely and clearly financially responsible for the maintenance of the personnel rendering service in that area. This allows a situation • in which, if any of the contributors fails to keep pace with the economic realities of health department administration, the failure of a single contributor may jeopardize the investment of the othard in the area. The salient Doints of the proposed 1957 budget which will be of interest to Port To:msend are: (1) the overall increase of $5,062 over the 1956 budget and: (20 the request for Q4,500 from the City of Port Townsend. This reflects an attempt to bring our salaries into line with the recommended State Merit System Salary Schedule. The record shows that in the past we have not maintained our position in this respect. I believe it is of vital importance that we be in position to offer salaries which are in "- accord with the Merit System for reasons: (1) In order to retain the staff which wo have, and: (2) In the recruitment of new personnel, as the need arises. This contemplates oper- {_} ating with a minimum of personnel. This past summer, during which wo had two positions vacant, has demonstrated that the lack of even one staff member in any area can have an adverse effect upon our program. Finally, the Sind that our many contributors are prone to make comparisons amoung them - solves in terms of their contributions end services received. ORDIPIAIdCES AIID RESOLUTIONS jry{ r ORDINANCE NO. 1326 } � + ` r AN ORDINANCE of the City of Port Townsend y vacating parts of certain streets in the Fi Eisonbois Addition to said city. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND DO ORDAIN AS FOLLOWS: i Section 1. That the following parts of streets in the Eisenbeis Addition to the City of Port Townsend, to -wit: * That portion of 17th Street lying between the easterly line of McClellan Street and the westerly line of Grant Street; That portion of Hendricks Street lying between the northerly line of 16th Street +" and the southerly line of 18th Street; That portion of Sherman Street lying between the northerly line of 16th Street f and the southerly line of lath Street; C4 That portion of Hancock Strout lying between the northerly line of 16th Street £Y ; and the southerly line of Discovery Road; der be and the same are hereby vacated. n ii T }`z Section 2. THIRD READING AND PASSAGE Ordinance No. 1326 was read for the third rending by title only and it was moved by Councilmen Sullivan and seconded by Councilman Avery that the Ordinance do now pass.
