Port Townsend, Washington August 16, 1956 To: ?fit"SPfis�$�,C�hifl�EBnl, _ �i II 1 Ll • / i • • I 27 i MINUTES OF REGULAR SESSION OF SEPTEMBER 4, 1956, CONTINUPn, Gentlemen: I should Pike to request that the upper side of Jefferson Street between Van Buren and Harrison Streets be graded to establish adenuate drainage between the Street and the parking strip. At present there is no gutter and the water drains from the crown \ of the road onto the parking area, the sidewalk and into my yard, and during the wet season we really have quite a problem. The above communication was referred to the Street Committee and the Street Supt. From Howard T. Harstad & Associates to-wit:- 22, 1956 ti Itugust Honorable +mayor and City Council Port Townsend, Washington Gentlemen: Your considerations and courtesies extended to me on the night of the August 7,Town Council Meeting are appreciated. The water system problem was discussed informally with Mayor Bangerter, Councilmen Mueller and Sullivan, Water Superintendent Arey, along with Mr. W.J. Daly. Immediately following adjournement, I discussed the same problem with City Engineer Young in connection with the services offered by our Company. In confirmation of this discussion 2 have listed below the services we offer. 1. Conduct preliminary surveys as necessary. 2. Prepare preliminary plans of the proposed improvement. 3. Prepare detailed cost estimates of the proposed improvement. 4. Prepare a financing -plan. 5. Prepare such applications as may be necessary in obtaining Federal or State aid when available. i 6. Consult with financial houses to assist in arranging financing. 7. Obtain approval of plans by the State Health Department, and other agencies,where required. B. Prepare construction plans, specifications, invitations to bidders,proposals and contracts 9. advise the owner as to the qualifications of contractors,recommend on the award of contracts, and generally assist in the letting of bids. lO.Prepare specifications and bid requests for principal materials and equipment and recommend on the acceptance of bids for same. 11. Prepare a rate schedule for operation where required. 12. Inspect materials and construction for conformance with plans and specifications. 13. Check any "shop drawing" furnished by contractors. 14.Prepare monthly estimates of the progress of aLl contract work for the purpose of progress payments to the contractor. 15, Make available to the owner and to the contractor the various plans, maps, spec- 1 ifications and other data relating to the proposed improvements. 16. Revise plans, details and specifications as required for the best interest of the owner during constructiono j 17. Stake out in the field the location of the improvements for construction purposes. i 18. At the completion of each contract, make the necessary inspection and issue cer- tificate of final approval. i 19. Upon completion of the improvement, furnish and deliver to the owner a complete ? set of "As Built" drawings. 20. Represent the owner in all engineering matters, and when requested attend meetings i of.the Council and public meetings. In general, we as your engineers would look out for your best interests, and would make every effort to aefomplish the desired improvement within ,your financial means, and to obtain the greatest value possible for your expenditures. Our fees are set in accordance with those as recommended by the American Society of Civil Engineers, in their 1952 publication, Manual of Professional Practice for Civil Engineers". A copy ,Y IJ
