Port Townsend, �iashington August 21, 1956 The City Council of the City of Port Townsend, l'iashington mot in regular session this 21st day of August, 1956 at 7:30 P.M. in the Council Chambers of the City Hall, Mayor George Bangerter presiding. ROLL CALL Officers and members present were as follows. Mayor George Bangerter, City Attorney Stevens, City Clerk Ryan and Councilmen Avery, Sullivan, Lindsey, Steve and Maeller. TMINUTES 07 ?REVZOUS SESSION The minutes of the previous session were read in full and it was moved by Councilman Mueller and seconded by Councilman Sullivan that the minutes be approved as rend and that the Mayorand City Clerk be authorized to sign same. Upon roll call vote all five Councilmen present voted in the affirmative and motion carried. REPORT OF OFFICERS Chief of Police Th. Chief of Police'report for the month of July,1956 was read and was ordered filed. BUILDING PZR1•3T5 The following buildings Permits were presented and read: Edward J. Iustatie, Erect Carport, 12' X 21', Fame, eth & Logan,$100.00. g.?. :.ater=an,Reshingle roof, 36' X 171,Cedar Shingles,1648 Clay, 120.00 It was moved by Councilmen Lindsey end seconded by Councilman Avery that the building permits be greeted. Upon roll as vote all five Councilmen present voted in the affir- mative and notion carried. Upon roll call vote all five Councilmen present voted in the affi- rmative and motion carried. UNFIIRIISHED AND N07 BUSIIIESS City•A't Jones reported to the Council that he had investigated the possibility of a Government loan to finance the replacement of the City Plater Distribution lines and that he found out that there was money available for Engineering and pre -planning at a low rate of interest but that as soon as the bonds were sold the money would have to be repaid. He informed the Council that as the project was only a replacement of the system and extensive plans were not necessary there would be no advantage to the City to secure a Government loan. Councilman Sullivan informed the Council that in the year of 1935 or 1936 the American Legion had cleared out the Logs and Debris in the Lagoon area. He stated that Pax Port Mills of -Tacoma, who had been useing the area had left many'logs lying around and requested the City Clerk be directed to write a letter to Pax Port Mills to see what their plans were for a clean up of the area. Councilman Lindsey reported that various persons were dumping boxes in the same area and requested that the dumping be stopped. Councilman Sullivan informed the Council that there was a no dumping rubbish sign erected there. Councilman Steve reported that he had been matching the progress of the Warren G. Bille enterprise on the lease area at the end of Decatur Street and that he could not note any progress and questioned if the lease could be broken by the City in the event that Mr. Bills' program fell through. City Engineer Jones said that the County was very careful in giving out leases and that normally if the program did not follow the terms of the lease the lease is automatically cancelled. Councilman Avery stated that Mr. Bills had been in the City lately and that it vies her understandaig that Mr. Bills now had his Financial arrangements and was ready to proceed. Councilman Sullivan ask the status of the purchase of the Sather Park area by Crown Zellerbach Corporation stating that if nothing were to happen the The S'1,000.00 check held by the City as down payment should be returned. Councilman Mueller stated that the Crown Zellerbach Corporation did not want their check returned but that they wanted the Sather Park Area. Mayor Bangerter informed the Council that the City was awaiting action of the State Legislature in relation to the sale of the Sather Park Area. A motion for adjournment by Councilman Sullivan seconded by Councilman Lindsey was withdrawn at this time so that the City Engineer could explain various reasons for the contemplated 'Water Distribution Line replacement. City Engineer Jones informed the Council that he had heard lots on comment that the City should have an Engineering study on a project of the magnitude of the 7iatar Distri- bution Line Replacement. He -informed the Council that if it was a new project, he would go along with that kind of thinking but that as the iTnes were already in and this was just a matter of replacement except the small additions,that no special Engineering knowledge v+as needed. He informed the Council that we can do the Engineering and dram plans for about one third of the cost, if the City was to hire an Engineering Firm. He told the Council that the reason for asking for all the bonds immediately even though it would take three or fours to complete the entire project mas the fact that if the City had all its materials ordered that it would help in the selling of the Bonds. He also informed the Council that the cost of materials several years from now would be much higher then at the present time and that if the City would buy the materials nn-; and invest any construction monies not needed immediately it would compensate in a great degree for the interest that :ould have to be paid on the Bond Issue. Councilman Sullivan asked if the Council couldn't have a plan of the cost of the 16" line. Engineer Jones said that the cost of the 16" line had already been submitted along with the original estimates. He further stated that the plan was to place Harvey Christian on a part time basis (8 or 9 months) the approximate cost including transportation about $8,000.00 per year for about three years, and let him do the Engineering and draw up the necessary plans. Councilman Steve asked if it vies possible to do the job all at one time. Engineer Jones explained that it was impossible to let the contract out all at one time because the Contractor would, In order to make money have to tear no all the streets at one time, do his digging at one time and lay all his pipe at one ti'ae and that for those reasons it would be better to not let out the whole contract at one time. Councilman Sullivan stated that the Council should have a plan to examine and Engineer Jones stated that the only now area calling for plans mould be the addition on 59th Street. ADJOiH?i IE!
