It was moved by Councilman Mueller and seconded by Councilman Lindsey that the tear down
permit be grahted. Upon roll call vote all six Councilmen preeent voted in the affirmative
and motion carried.

Gentlemen:
In view of the notification of the City Clerk by the Baptist Church, taht
the Church would not be available as a precinct polling place, it is requested that
the City Council give permission to use the City Fire Hall as a parmaneht polling
place.
It was moved by Councilman Mueller and seconded by Cpuncilman Ellis that the request
by the County Auditor be granted. Upon roll call vote all six Councilmen preseht voted
in .he affirmative and motion carried.

Zellerback Corp, is willing to place a concrete Shuffle board Court in Chetzamokm Park
near the Goldeh Age Clubhouse. The Board approved this gift and wishes to accept it
with gratitude.

BIG QUILCENEE RIVER PIPELINE TUNNEI,L BIDS OPENED.
As this was the time and place to open the bids for the Big Quilcene Pipeline
Tunnel, bids worse opened as follows:.

After some discussion it was moved bytCouncilman Mueller and seconded by Councilman
Ellis that the bids be retained for further study, Upon roll call vote all six Councilmen
present voted in the affirmative and motion carried,

After some discussion of the New Gr"n River Ordinance by the City Attorney and his
advise ,gainst passing the new version at this time it was moved by Councilman Mueller and
seconded by Councilman Lindsey that the Meeting adjourn, Motion Carried*

July 17, 1956.
The City Council of the City of Port Townsend, Washington met in regular session this
17th day of July, 1956, at 7:30 P.M. in the Council Chambers of the City Hall, Mayor George
Bangerter presiding.
ROLL CALL
Officers and Members present were as follows: Mayor George Bangerter, City Attorney
Stevens, City Clerk Ryan and Councilmen Lindsey. Mueller, Avery, Siebenbsum and Sullivan.
MINUTES OF THE PREVIOUS SESSION
The minutes of the previous session were read in full and it was moved by Councilman
Lindsey and seconded by Councilman Siebenbaum that the minutes be approved as read and
that the Mayor and City Clerk be authorized to sign same. Upon roll call vote all five
Councilmen present voted in the affirmative and motion carried.
REPORT OF OFFICERS
Chief of Police
The Chief of Police' report for the month June, 1956 was read and was ordered filed.
BUILDING PERMITS
The following building permits were presented and read:
Riley North, Erect Garage, 201 X 221, Frame. 909 Jefferson St, $200.00
Schuler B. Luce,Erect Home, 541 8" X 221, Frame & Stone, 1321 Washington St. $23,000.00
P.H. Peterson reroof tower on old Catholic Church, 91 X 91, Shingle roof,Pierce &
Blaine St's, f100.00
Charles E. Hanby Build residence and attached Garage, 421 X 271, Frame, Jefferson
& Benton St's., $6,000.00
G.M. Wenzler, Reshingle Garage, Cedar Shingles, 537 Tyler St, $40.00
George F. Muellerm Blochk off sidewalk in front of my place of Business for five hours,
for purpose of renovation of this building. 837 '!later St. $25.00
It was moved by Councilmen Sullivan and seconded by Councilman Avery that the Building
permits be granted. Upon roll call vote all five Councilmen present voted in the affirmative
and motion carried.
COMMUNICATIONS

July 9, 1956

City Clerk of Port Townsend
Port Townsend, Washington
Dear Mr. Ryan:
We have reviewed very carefully your communication of June 28 as well
as those of Mr. B.A. Lindenstein and Mr. H. Kenneth Carter, and find that our pop-
ulation figure of 4,700 for the City of Port Townsend seems to be satisfactory.
Via naturally are aware of the type of data which were submitted, but
over many years of experience have found them unreliable as direct measures of Pop-
ulation. Such statistics as school enrollment, botbr'registration, telephone service,
passenger car and Truck registration, bank deposits and clearings, newspaper cir-
culation, otc. are subject to many influences other than population change, and must
be evaluated in a broader context.
As you well know, the only precise method for determining the popula-
tion of Port Townsend is a complete enumeration. Accordingly, I should like to urge
that a census be taken either immediately (before August 1,1956)or next April. The
cost of a carefully organized and properly administered population census would nob
exceed $500.00.
