Ryan City Clerk of Port Townsend Fort Townsend, Washington 4 . Dear Mr. Ryan: 1'Je have reviewed very carefully your communication of June 28 as well as those of Mr. B.A. Lindenstein and Mr. H. Kenneth Carter, and find that our pop- ulation figure of 4,700 for the City of Port Townsend seems to be satisfactory. We naturally are aware of the type of data which were submitted, but over many years of experience have found them unreliable as direct measures of Pop- ulation. Such statistics as school enrollment, botbr'registration, telephone service, passenger car and Truck registration, bank deposits and clearings, newspaper cir- culation, etc. are subject to many influences other than population change, and must be evaluated in a broader context. As you wall know, the only precise method for determining the popula- tion of Port Townsend is a complete enumeration. Accordingly, I should like to urge that be taken either immediately (before August 1,1956)or next April. The a census cost of a carefully organized and properly administered population census would not exceed $500.00. if you should decide to take a population census, please let us know. We should be happy to assist you in every way possible. Sincerely yours, Calvin F. Schm3.d The above communication was ordered filed. l 1: { I j; L a i i i { I
