The City Council of the City of Port Townsend, Washington met in regular session this
17th day of July, 1956, at 7:30 P.M. in the Council Chambers of the City Hall, Mayor George
Bangerter presiding.
ROLL CALL
Officers and Members present were as follows: Mayor George Bangerter, City Attorney
Stevens, City Clerk Ryan and Councilmen Lindsey. Mueller, Avery, Siebenbaum and Sullivan.
MINUTES OF THE PREVIOUS SESSION
The minutes of the previous session were read in full and it was moved by Councilman
Lindsey and seconded by Councilman Siebenbaum that the minutes be approved as read and
that the Mayor and City Clerk be authorized to sign same. Upon roll call vote all five
Councilmen present voted in the affirmative and motion carried.

Dear Mr. Ryan:
We have reviewed very carefully your communication of June 28 as well
as those of Mr. B.A. Lindenstein and Mr. H. Kenneth Carter, and find that our pop-
ulation figure of 4,700 for the City of Port Townsend seems to be satisfactory.
We naturally are aware of the type of data which were submitted, but
over many years of experience have found them unreliable as direct measures of Pop-
ulation. Such statistics as school enrollment, botbr'registration, telephone service,
passenger car and Truck registration, bank deposits and clearings, newspaper cir-
culation, etc. are subject to many influences other than population change, and must
be evaluated in a broader context.
,As you well know, the only precise method for determining the popula-
tion of Port Townsend is a complete enumeration. Accordingly, I should like to urge
that a census be taken either immediately (before August 1,1956)or next :April. The
cost of a carefully organized and properly administered population census would not
exceed $500.00.
If you should decide to take a population census, please let us know.
We should.be happy to assist you in every way possible.
