ROLL CALL Officers and members present were as follows: 4ayor George Bangerter, City Attorney Stevens, City Clerk Ryan and Councilmen Sullivan, Ellis, Mueller, Avery and Siebenbaum. MINUTES OF PREVIOUS SESSION The minutes of the previous session were read in full and it was moved by Councilman Ellis and seconded by Councilman Sullivan that the minutes be approved as read and that the Mayor and City Clerk be authorized to sign same. 'Upon roll call vote all five Councilm- en present voted in the affirmative and motion carried. REPORTS OF STANDING COMMITTEES From the Water Committee to -wit: w� TO THE, HONORABLE MAYOR AND CITY COUNCIL OF THE CITY=OF PORT TOWNSEND2 We the undersigned Water Committee state and recommend as follow: 1. That the City Water Transmission lines consists of 20.94 miles of line. 2. That said line was installed underground over 30 years ago. 3. That the physical life of the.type of water system existing is supposed to be approximately 25 years. 4. That this Committee has been informed from various sources, frequently during the two years last past that the line was breaking and causing increasing trouble. 5. That this Committee has been informed persistently by Water Superintendent, Lyall Arey, that it is imperative that the system be replaced as soon as posAible. Said Water Superintendent has shown this Committee conclusively that the system was fast break- ing up. 6. That the cost for replacing spot breaks is increasing rapidly and will become more frequent. 7. Unless such system is replaced within a reasonable time the result might be a serious water shortage in localities endangering the health and welfare of the inhabit= ants of Port Townsend. 8.Unless the system is replaced within a reasonable time it could easily result in a serious fire hazard to certain locations. 9.In the replacement of the Transmission lines consideration consideration should be given to necessary and/or feasible extensions. NOW THEREFORE, this Committee recommends that immediate steps be taken toward the replacement of the water transmission lines consisting of 20.94 miles; that extensions and additions necessary and/or feasable be incorporated inithe plans for replacement; that the replacement of said system is for.the best interest of the City and itst inhabitants; that the water users and votats of Port Townsend should be sufficiently informed concern- ing the necessity of the project as herein below set forth . Mueller Water Committee' From the Water Committee to -wit: Port Townsend, Washington June 12, 1956 Honorable Mayor and City Council City of Port Townsend, Washington Gentlemen: Knowing that all of the old pipe now in the City water system, inside the City Limits, has reached a stage where it is liable to failure at any time and knowing also that the maintenance of this system is increasing by the month, we therfore recommend the replacement of this pipe plus the laying of some additional pipe in the North Beach District. Furthermore, we recommend the floating of a bond issue to nay for this work, this issue to be paid for from the earnings of the Water System. all c I s 17 I 0 MINUTES OF REGULAR SESSION OF JUNE 19, 1956, CONTINUED. Mueller Dennis Sullivan Water & Drainage Committee It was moved by Councilman Ellis and seconded by Councilman Avery that the Water and Drainage Committee' report be accepted. Upon roll call vote all five Councilmen present voted in the affirmative and motion carried. From the Finance Committee to -wit: TO THE HONORABLE MAYOR AND CITY COUNCIL OF THE.CITY OF PORT TOWNSEND: We the undersigned members of the Finance Committee of the Council respectfully submit our findings of the financial conditions of the City in relation to refinancing the City Water Distribution lines as follows: That we have checked and rechecked the City finances with the view in mind of finding funds for financing the replacement of the City Distribution lines; that we have discussed the matter pro and con, with City Officials and the State Examiner of the Municipal Corporations. NOW THEREFORE, it is our finding and we so advise that the financing of the project of replacement and extensions be done by a bond issue coming under the head of Revenue bonds. Upon roll call vote all five Councilmen present voted in the affirmative and motion carried. TEAR DOWN AND REBUILD PERMIT June 18, 1966 Honorable Mayor & City Council Port Townsend Wash: Gentlemen: Permission is requested to tear down part of garage and rebuild it., 1120 Garfield, Frame, $250.00, Time for tear down 8 hrs., I will comply with the provisions of Ord. No, 907. Respectfully,' Henry T. Brij:ton It was moved by Councilman Sullivan and seconded by Councilman Ellis that the tear - down and building permit be granted. Upon roll call vote all five Councilmen present voted in the affirmative and motion carried. From State of Washington, Department of Conservation and Development to -wit: June 13, 1956 City of Port Townsend Port Townsend, Wash. Gentlemen: Re: Surface Water Application No 13765 Fornyour information D.H. Sallee whose address in Brinnon, ;Yeah. has filed a written protest against your above numbered application for water right. Protestant claims the following: The proposed dam would be a menace to the people living in the lower valley. If the water is rempved it would deplete the runs of salmon and steelhead for sports fishing. This protest will be fully considered before taking further action on your application.
