(as amended) is hereby renewed for the period beginding: July 1,1956 and ending June 30, 1957, Inclusive,viz: Lease C4wb-890, dated June 2B,1955 the terms and conditions of which provide for the leasing of storm warning tower site located at Franklin and Madison streets, City of Port Townsend, Washington. The Considerations, acts, promises, agreements and provisions to be executed and performed by each party as provided in said lease (as amended) shall remain in full force and effect for the said renewal period. This renewal is conditioned upon the passage of an appropriation by the Congress from which expenditures thereunder may be made and shall not obligate the Government upon failure of the Congress to so appropriate. From: Public Utility District NO.l,to-wit: June 4, 1956 To the Hohorable Mayor and City Council City of Port Townsend, Washington Gentlemen: By unanimous vote of the members of the board of Public Utility District No. 1, Jefferson, I am instructed to transmit the following: "No controversy should ever arise between the City Council and the Commission of Jefferson County Public Utility District No. 1, over the water rights on the Dosewallips, sine* we are both elected by the people to serve their interests. This we are trying to do, and this we believe you are trying to do. "We have been working on the Dosewallips municipal and industrial water project for many years, and we have spent several thousand.dollars on the same. From the begginning, we have made all of our facts and figures available to the planning Commission of the City of Port Townsend, and we have taken every opportunity to assure the people of Port Townsend of our hope to cooperate in every development possible. `a "We stand ready at all times to do everything possible to finance and construct water facilities to provide for the needs of Port Townsend as well as the - rest of Jefferson County. Corporation be accepted.Upon roll call vote all seven Councilmen present voted in the affirmative and motion carried. RETURN OF CERTIFIED CHECKS It was moved by Councilman Mueller and seconded by Councilman Sullivan that the Certified Checks of the unsuccessful bidders be returned. POLICE CAR BIDS OPENED As this was the place and time set for the opening of bids to supply the City Police Department with a 1956 automobile, bids were opened as follows: Buhler Motor Co. Port Townsend, Washington, $1495.00, which includes sales tax,and 1953 Chevrolet Sedan now in use,by the Police Department. (Only Bid). It was moved by Councilman Mueller and seconded by Councilman Ellis that as the bid was much higher than the original offer for replacement that the bid be rejected. Upon roll call vote all seven Councilmen present voted in the affirmative and motion carried. UNFINISHED AND NEW BUSINESS Councilman Siebenbaum Chairman of the water committee, informed the Council that the bids submitted at the last Council meeting had been under study and consideration and moved that the L6rds Lake East Dam Contract be awarded to Cotton Engineering and Shipbuilding Corporation, as that was the lowest and best bid for the City. The motion was seconded by Councilman Steve and upon roll call vote all seven Councilmen present voted in the affirm- stive and motion oarried.The motion also included the return of the Certified Checks to the unsuccessful bidders. City Engineer Jones informed the Council that the Plans and specifications for the Big quileane River Pipeline Tunnel were prepared and asked that the Council give permission to call for bids on that project. It was moved by Councilman Siebenbaum and seconded by Councilman Sullivan that the City Clerk be authorized to call for bids. Upon roll call vote all seven Councilmen present voted inthe affirmative and motion carried. line City Engineer Jones then told the Council that on the City Watert`replseement project he had not as yet been able to get together with the City Attorney anti he asked the City Attorney what would be the next.step to expedite the program. City Attorney Stevens tbld the Council that before he could draw up a Resolution on the City Waterline replacement a recommendation by the water Committee would have, to be submitted to the Council followed by a reeoommendation from the Finance Committee. It was decided that they would be presented at the next meeting. Councilman Mueller informed the Council that on this months Police report, the $108.00 collected for overtime parking was not just for the current month , but that some 6f it was collections of back tickets that ran as high as $25.00. Garbage Supt. Haugen reported to the Council that persons hauling their own garbage to the dump were struing the street along the road with debris, such as plaster, boards and nails, and asked if something could be done about it. After a brief discussion it was decided to try to observe the offenders at which time action would be taken. As there was no further business to come before the Council at this time, it was moved by Councilman Sullivan and seconded by Councilman Siebenbaum that tho meeting adjourn Motion carried.
