The City Council of the City of Port Townsend, Washington, met in regular session this 5th day of June, 1956, at 7:30 P.M. in the Council Chambers of the City Hall, Mayor George Bangerter presiding. ROLL CALL Officers and members present were as follows: Mayor Bangerter, City Attorney Stevens, City Clerk Ryon pnd Councilmen, Siebenbaum, Ellis, Lindsey, Steve, Mueller and Avery. MINUTES OF PREVIOUS SESSION The minutes of the previous session were read in full and it was moved by Councilman Mueller and seconded by Councilman Sullivan that the minutes be approved as read and that the Mayor and City Clerk be authorized to sign same. Upon roll call vote all seven Council- men present voted in the affkrmative and motion carried. COUNCILMAN SULLIVAN ARRIVES Councilman Sullivan arrived during the reading,of the Minutes and participated in the remainder of the session. BILLS AND CLAIMS Approved bills as audited by the Finance Committee for the month of May,1956, were presented and read. (See vouchers for the Month of May', 1956)' Current Expense Fund 2,346.41 'Olympic Gervity Water Fund ... 3,342.07 Library Fund 104.85 Park Fund 194,22 'City Stroet'Fund 387.12 It was moved by Councilman Sullivan and seconded by Councilman Ellis that the Bills be approved as read and that the 'Mayor and'City Clerk'be authorized th draw warrants upon the proper funds for payment of same. Upon roll call vote all haven Councilmen present voted in the affitmative and motion carried. APPLICATION FOR LICENSE 'An application for a taxicab driver's license was presented and read. The Clerk in- formed the Council that the $3.00 fee had been paid but that as yet the Chief of Police had not approved it. It was moved by Councilman Mueller and seconded by Councilman Sieben - lb um that upon approval of the Chief of Police the License be granted. Upon roll call vote all seven Councilmen present voted in the affirmative and motion carried. REPORT OF OFFICERS Clerk The City Clerk reported the regular salary warrants for the month of May, 1956'as follows: Current Expense Fund $4,028.56 01. Gravity Water Fund 1,227.30 Library Fund 289.00 Park Fund 225.32 City Street Fund 1,506.00 Firemen's Pen. & Rel. Fund 225,00 Treasurer The Treasurer's report for the month of May, 1956, was read and was referred to the Finance Committee. Chief of Police The Chief of Police' report for the month of May, 1956 was read and was ordered filed. BUILDING PERMITS The following Building permits were presented and read: Fred D. Lopeman, remove septic tank and relocate'and build following additions, Utility room 71 X 91, Two bedrooms and bathroom 151 X 241, Wood Frame,3rd & Sherman, $450.00 Howard W. West„Addition to Chicken Coop, 121 X 101, Wood Frame, Cement Foundation, Rt. # 2, Hastings Ave.,$50.00 C.D. Reandeau,remodle dwelling,repair foundation, new roofing, shingles,1027 Pierce, $700.00. It was moved by Councilman Siebenbaum and seconded by Councilman Lindsey that the building permits be granted. Upon roll call vote all seven Councilmen present voted in the affirmative and motion carried. MOVING PERMIT Charles S. Shorman,Move Building from C.Z. Mill Area, to Eisenbies Add. Block No,287, 671 X 291 X 301, building to be out into three parts before moving,Movers Name, David Grey -Bonded licensed Mover, 3162 Wost Holley St, Seattle, Mover will comply with all the provisions of Ordinance No. 907. It was moved by Councilman Mueller and seconded by Councilman Sullivan that under the supervision of the Street Supt. and the Police Dept. the permit be granted. Upon roll call vote all seveh Councilmen present voted in the affirmative and motion Carried. ,1 I 0 TEAR DOWN PERMIT R.J. Nelson, tear down Chicken house, 201 X 1001, Hastings and Hancock,2 months, I will comply with the provisions of Ordinance No. 907. It was moved by Councilman Sullivan and seconded by Councilman Lindsey that the tear down permit be granted. Upon roll call vote all seven Councilmen presont voted in the affirmative and motion carried. COMMUNICATIONS From Dolores Hoyt, City Treasurer to -wit:. June 1, 1956 The Honorable Mayor and Members of the Council,City of Port Townsend, Port Townsend,Washington Gentlemen: It is requested that the First American National Bank of Port Townsend, Washington, be redesignated as the official depositary for official funds in my custody, Sincerely Yours, Dolores Hoyt City Treasurer It was moved by Councilman Sullivan and seconded by Councilman Avery that the City Treasurer's request be granted. Upon roll coil vote all seven Councilmen present voted in the affirmative and motion carried. From Joseph B. Steve, Councilman to -wit: 5 Jun 56 Honorable Mayor, City Council Port Townsend, Washington Ladies and Gentlemen: Request that I be granted leave of absence from June 18, 1956 to September 5, 1956. Respectfully yours Joseph B. Steve Councilman 3rd Ward It was moved by Councilman Mueller and seconded by Councilman Lindsey that the request be granted. Upon roll call vote Councilmen Siebenbaum, Sullivan, Ellis, Lindsey, Mueller and Avery voted in the affirmative and Councilman Steve Abstained from voting. Motion carried. From Albert Follme to -wit: Honorable Mayor and Members of City Council Port Townsend, Washington Gentlemen: Reading in the Paper, that the North Beach Community Club intends to extend its fishing ramp to low tide, wish to bring to your attention that any attempt to build up any part of the present level of Beach will tend to build up Sand and other Materials blocking and covering mg pipeline. It has been proved bt the digging of the Sewer line and only corrected by the settling of the Material building. I therefore must protect energAtically that extension, unless the party or parties responsible, also titled owners of said property extent my pipeline beyound this contemplated buildup or extension of ramp. Trusting you Gentlemen give adequate thought and fair Judgement on the matter I remain yours, very respectfully Albert Follme After some discussion in which Councilman Steve informed the Council that he had investigated the situation and that neither the Ramp of' the Sewer would affect the pipe- line and CitycAttonney Stevens informed the Council that there was no legal objection what-soever to the Ramp or Extension the above Communication was tabled.
