City Attorney Daly, reporting upon action taken to date in the matter of relocating
the first and second fire zones of this city, presented a letter from the Washington
Surveying and Rating ]'ureait, which he read to the Council at this time in full as follows:

Dear Sir:
We have for reply your letter of April 22, 1940, relative to a proposed change in the fire
limits of the City of Port �o•rrnsend. i7e regret that it will not be possible for
representatives of this "ureau to be in Port 'Townsend in the very near future to discuss
this matter with the City Council. Hovrever, our Mr. 'Tilton plans' to be In that territory
in about a month, at which time he will be glad to meet with the Council or Building
Committee.
It is our impression that the fire limits as now established in Port Townsend are not
excessive. B'e regularly recommend that these limits include all builtup commerical areas
and such other areas as are likely to be built up commercially, also, if possible, a full
block on all sides of such districts so that the congested areas may be properly protected
against the establishment of areas of inferior construction which may prove to be serious
exposures and increase the conflagration hazard of the district as a whole. The area of
the fire limits and its extent relative to the congested value district have a definite
bearing upon the grading of the fire defenses of the city. In some instances local
conditions vS th reference thereto may be the determining factor in the establishment of
the fire insurance classification of the city.
As requested, we are sending under separate cover a copy of the Code of Suggested Ordin-
ances for Small Municipalities, which includes a building code condensed from the standard
Nation
al Board Building Code, which is recommended for larger municipalities. Some cities
not much larger than Port Townsend have seen fit to adopt the regular code and many have
also adopted the uniform building code prepared by'the Pacific Coast building Officials
Conference. This code and the National Board building code, or other accepted standard
building codes may now be adopted merely by reference, thus eliminating the excessive cost
of publication heretofore required.

Mr. H arry Cotton, who was present in the Council Rooms and who was quite vitally
interested in this problem, presented a letter addressed to Mr. Geo. Welch from the
Washington Surveying and Rating Bureau, which was presented to the City Clerk, who then
read it before the Council in full as follows:

Dear Sir:
We have your letter of March 16 relative to a proposed addition to the corrugated iron -clad
building situated on the southwest corner of Block 131 Sheet 6,Sanborn Fire Map of Port
Townsend. '
Since receipt of your letter, Mr. Harry A. Cotton, President -Manager of the Olympic Pile
Driving Co., called at this office and explained the exact nature of the addition he
proposed. It seems that he proposes a small corrugated iron addition in the rear of the
living quarters on the second floor of this building. Insofar as fire insurance principals
are concerned, we can see no real objection to this addition as it will not affect the
insurance rate either of the building itself or surrounding buildings.

It being the opinion of the members of the Council present, that these two letters
while not exactly contradictory, were never the less, not in accord, the feeling of the
Council as gathered from the open discussion which followed, was that nothing definite coule
be determined until such time as a representative of the said Washington Surveying and
Rating Bureau could visit the city; survey the situation, and meet with the various parties
so that a definite understanding as to policy could be reached and understood by all
concerned, and that said decision to be in writing and incorporated in the minutes of the
meeting of the Council at the time of its recei;:t.

r. ,3 Councilman Sullivan was called upon to report for the Fire and Light Committee relative
r F; to the request presented at a previous session for a street light to be located at the
;C1 zd+ intersection of Franklin and Adams Streets. Councilman Sullivan stated that he did not
believe there were sufficient funds available to provide for another light at this time,
but should funds be found adequate, the committee would recommend such action if considered
advisable.
