Minutes of.Regular Session, March 5, 1940, continued.
Re: Skating Rink Police Matron'
Mr. William Buse, owner and operator of the local skating rink, known as the "Roller
Bowl", appeared before the Council at this time with the request for information as to the
selection of a police matron for the said rink, and seemed to feel that there was not the
proper spirit of cooperation shown by the proper authorities. An informal discussion
followed between Mr. Buse and officers and members of the Council, after which a special
Committee composed of the Police and License Committee, and the Chief of Police, were In-
structed to meet with Mr. Buse in an effort to arrive at a solution favorable to all
concerned.
Pipe Requisition
Councilman Robt. Brown stated that at this time he wished to present a requisition for
the pipe necessary for the installation fo the water lines authorized by the emergency
ordinance passed at this meeting, said pipe to be as follows:
Approximately 5,000 feet of 4-inch creosoted wood stave pipe
400 feet of 2-inch galvanized iron pipe, and
200 feet of 3/4-inch galvanized iron pipe,
and moved.that the said requisition be granted and that the water Superintendent be empowerid
to buy said pipe from such source as he was able to secure the best possible price, and the
quotations of prices be presented to the Council at the next regular meeting. He stated
that it was necessary to expedite this matter inasmuch as it would be but a short time
until it would be necessary to prepare for surfacing of these streets. This motion was
seconded by Councilman Phillip Brown, and carried by voice vote of the Council.
ADJOURNMENT
There being no further business appearing for consideration by the Council at this
time, it was moved by Councilman Robt. Brown, and seconded by Councilman Lewis, that the
Council do now adjourn. Motion carried.

The CITY COUNCIL of the city of Port Townsend,Washington, met in special (Called
session this 12th day of March, 1940, at 7:30 o'clock, P.M., Mayor Hirtzler presiding.
ROLL CALL
Officers and Members answering present to Roll Call were as follows: Mayor H. L.
Hirtzler, City Attorney W. J. Daly, City Clerk C. F. Christian, and Councilmen C. E.
Richards; Robt. W. Brown; Wm. Lammers, Sr.; Dennis Sullivan, and Fred G. Ley+ia.
MINUTES OF PREVIOUS SESSION
Minutes Approved
It was moved by Councilman Robt. Brown, and seconded by Councilman Richards, that the
minutes of the last regular session be approved as written. Motion carried.
REPORTS OF COMMITTEES
Councilman Sullivan reporting for the Building Committee, stated that it visa the
opinion of the Committee, that the permit requested by Mr. Starrett and Mr. Stevens, to
raze a portion of a building, should be granted, and moved that same be done. This motion
was seconded by councilmen Lammers, and carried by voice vote of the members present.
UNFINISHED AND NEW BUSINESS
Re: Girl Scout Cabin
Mayor Hirtzler stated that the purpose for which this meeting had been called was to
assist the local Girl Scout Council in obtaining State funds which could be made available
by action of the City Council, and that official action by the City was definitely necessar
in order -to obtain said funds. He asked City Attorney Daly to explain to the members of
the City Council present the reasons and purposes of such action in order that it would be
plain to all.
City Attorney Daly outlined briefly the difficulty confronting the Girl Scout Council
in their endeavors to obtain a suitable meeting place for the various Troops, and stated
that Senator J. L. Keeler was present in the Council Rooms to outline and explain the steps
which must be taken in order to obtain said State funds that could be made available.
Senator Keeler requested that some member of the Girl Scout Council, of whom there were
several present, to outline the steps taken to date in their drive to obtain funds for this
purpose, to which Mrs. Ellis replied, describing fully step by step, their efforts to build
up the local Girl Scout movement, and the present difficulty in obtaining places suitable
for such meetings.
Senator Keeler thereupon complemented the ladies upon their efforts and achievement
and stated that he could readily see that this movement carried the wholehearted support
of the community, and continued to explain very clearly the origin of the State funds des-
ired; the purposes for which they might be used, and the process necessary to make them
available. He stated that the first requisite must necessarily be the presentation of a
claim by a municipal corporation rather than a private or semi-public group.
There insued a abort general discussion covering details which should be made clear,
and when all present seemed familiar with the situation as a whole, a form of resolution
was outlined by Senator Keeler, which would cover the necessary details, and presented
orally, whereupon it was moved by douncilman Robt. Brown, and seconded by Councilman Lammers
that a resolution be drawn by the City Attorney following the outline presented by Senator
Keeler, the same to be presented in writing formally at the next regular meeting of the
Council, and.accepted by them at that time. Motion carried.
Re: Fire Alarm System Overhaul
Mayor Hirtzler stated to the members of the Council present, that it had come to his
attention that the work being done by the Puget Sound Power & Light Company to overhaul the
fire alarm system, as authorized by the City, was not alltogether satisfactory in that it
did not seem to be complete, and requested that the members of the Committee on Fire and
Light meet with the Fire Chief in order to learn full particulars and take such action as
they might deed necessary.
ADJOURNMENT
The purpose for which that meeting was called having been thoroly taken care of, and
here being nothing further appearing for consideration by the Council at this time, it was
noved by Councilman Robt. Brown, and seconded by Councilman Sullivan, that the Council do
now adjourn. Motion carried.
