Uentlemen:
I wish to apply for permission to lease, from the City of Port Townsend, that part of
Woodland Avenue lying between Landes Street and Cross
Street; and that part of Jackman
Street lying between Umatilla Avenue and thirty-fifth
(35th) Street. I am the owner of
all adjoining property, and no other property owner would be inconvenienced by reason of
closing of said streets.

It was moved by Councilman Robt. Brown,.seconded by Councilman Sullivan, that the
foregoing requisitions be granted. Motion carried.

Re:_ Willow Street Sewer
There being a number of citizens present in the gallery whom, it was understood,
wished to bring some subject to the attention of the Council, Mayor Hirtzler asked that
they bring the matter before the Council at this time. Mr. Guy Hunter, acting as spokes-
man forthe residents of Willow Street, particularly that portion lying between "F" Street
and Van Ness Street, asked the Council whether or not they felt it would be possible to
obtain sewage service by the installation of a main on that said portion of Willow Street,
and should it be feasible, what procedure would be necessary in order that this might be
accomplished.
Formal general discussion followed, mainly concerning such points as whether or not
it would be possible to connect such a sewer to one of the existing mains, and the poss-
ibilities of the people of this district to finance such an improvement. Some of those
present recalled the former attempt to obtain sewerage facilities for the same district, ¢ i
the whole matter was referred to the Street and Sewer Committee for investigation and
report with the request that the City Clerk attempt to find a record of a former petition

It was moved by Councilman Robt. Brown and seconded by Councilman Sullivan, that the
Council recess for a short period. (8:15 o'clock, P.M.). Motion carried.

A communication from Mr. W. A. Myers having been received at the desk of the City
Clerk during the period of recess of the Council, the Mayor stated that the Council would
refer back to the order of business "Reading of Communications," whereupon the said .

ORDINANCES AND RESOLUTIONS
A proposed emergency ordinance to provide funds necessary for the extension of the
water main on HaXstings Avenue and the replacing of the Fillmore Street line North of
Lawrence Street, with a larger main, as petitioned by residents of those districts, and
favored by the Water Committee, was read by City Attorney Daly at this time for the first
reading as follows:
ORDINANCE NO. �II
AN ORDINANCE of the City of Port Townsend providing for the making of certain
extensions to, and replacements of, the existing municipal water works
system of said city, and providing for the payment thereof by the
issuance of emergency warrants upon the Olympic Gravity Water Fund of
said city.
WHEREAS, the increased demand for water within and without the city requires the makin
of certain extensions to, and replacements of, the existing water works system of the City
of Port Townsend, and,
WHEREAS, an estimated cost for such extensions and replacements has been fixed at the
sum of $2500.00, and the expenditure of such sum will not in any respect impair the sec-
urity of outstanding obligations now a continuing charge upon the revenues of said city
water system, and,
WHEREAS, at the time of making and adoption by the City Council of the budget for the
Olympic Gravity Water Fund of said city for the year 1940, the extensions and replacements
herein contbmplated could not have been forseen at that time, and that an emergency now
exists for the expenditure of the said sum of $2500.00 from the Olympic Gravity Water Fund
of the City of Port Townsend, now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND DO ORDAIN AS FOLLOWS:
Section 1. That the existing municipal water works system of said city be extended
by the construction of 5,000 feet, more or less, of wire wound wood pipe along Hastings
Avenue from a junction at the city limits south to an intersection with the Arcadia cutoff,
or as commonly known "Jake Miller Road."
Section 2. That the present supply line on Fillmore Street be replaced with
approximately 400 feet, more or less, of 2-inch galvanized iron pipe, and 200 feet, more or
less, of 3/4-inch galvanized iron pipe.
Section 3. That said extensions and replacements also include all necessary fire
hydrants, valves, fittings and service taps for the same.
Section 4. That for the furnishing of said material and for the performance of such
labor, in order to complete the foregoing public improvement, there be and is hereby
appropriated, the said sum of $2500.00, and the City Clerk of the City of Port Townsend be
and he is hereby authorized to draw emergency warrants upon the Olympic Gravity Water Fund
of said City, not exceeding said amount of $2500.00.
Section 5. That this ordinance be published once in the Port 'Townsend Leader, to be is
force and take effect as provided by law.

City Hall Entrance

Sullivan reported that it had been brought to his attention that the front
entrance
to the building was badly in need of repair, and stated that in his opinion, it
would be
advisable to install some sort of a storm entrance, inasmuch as during the Winter
it is at
times very difficult for many people to enter the building during Southerly storm
periods.
This matter was referred to the Building Committee for complete investigation and
report at
the next regua r meeting.
