" REQUISITIONS
Requisitions for materials and supplies for the variour departments were presented as
follows:
Water Department
Material to renew roof on valve chambers at reservoir, approximately $40.00
Pipe and fittings, approximately $150.00
Police Department
4 mattresses for City Jail at approximately $2.50 each.
Requisitions Granted.
It was moved by Councilman hobt.•Brown, and seconded by Councilman Richards, that the
foregoing requisitions be granted. Motion carried.
ORDINANCES AND RESOLUTIONS
An ordinance relating to licensing and operation of bicycles in the City of Port
Townsend, was presented and read as follows, for the first reading:
Ordinance No. 111Q
AN ORDINANCE proviving for licensing bicycles, regulating their use, and providing a
penalty for the violation thereof.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND DO ORDAIN AS FOLLOWS:
Section 1. No person shall ride or propel a bicycle upon any street or other public
highway in the City of Port Townsend or upon any part thereof without first having secured
and attached to such bicycle a proper license tag as provided hereinafter.
Section 2. Application for a license to own and operate a bicycle shall be made to the
Chief of Police of the City of Port Townsend upon a form to be approved by the City Council,
Upon receipt of such application and after examination of the bicycle sought to be licensed;
the Chief of Police qhall provide, at the expense of the city, a proper tag which he shall
cause to be attached to the frame of the bicycle in a substantial manner. The removal of
any such tag, except by proper authority, shall be a violation of this ordinance. No fee
shall be exacted for a bicycle license.
Section 3. Every license issued hereunder shall be deemed to be granted subject to
each and every provision of Chapter 189, Laws of Washington, 1937, that pertains to the
use and regulation of bicycles, vh ich chapter is hereby referred to and by this reference
made a part of this ordinance as fully as if incorporated herein; and to the rules and reg-
ulations stated in the application for license.
Section 4. Any person violating the provisions of this ordinance dlall be guilty
of a misdemeanor and upon conviction thereof shall be punished by a fine of not to exceed
$10.00, or the Police Judge may in lieu of or in addition to the penalty provided herein,
suspend the license of any person granted hereunder for a period of not more than thirty
days.
Section 5. That this ordinance be published once in the Port Townsend Leader to be in
force and take effect from and after five days from the date of^suoh publication.

It was moved by Councilman Robt. Brown, seconded by Councilman Sullivan, that the
first reading be considered the second reading, and that the third reading be by title
only.
Upon Roll Call vote all six Councilmen present voted in the affirmative, and the motif
was declared carried.
Third Reading and Passage
City Clerk then read the proposed ordinance by title only for the Third reading, where
upon it was moved by Councilman Robt. Brown, seconded by Councilman Sullivan that the said
ordinance do now pass.
Upon Roll Call vote, all six Councilmen present voted in the affirmative, and the
motion was declared carried.

UNFINISHED AND NEVI BUSINESS'
Re: Hydrant'Near East Gate to Fort Worden'
Councilman Sullivan reported that he had investigated the matter of the necessity for
another -fire hydrant in the vicinity of the East Gate to Fort Worden, and that, in his
opinion, it would be beat to place two new hydrants in the neighborhood under discussion
provided, that the cost to the City should not be prohibitive.
A general discussion ensued relative to the necessity and cost of placing one or more
hydrants, and it was generally agreed that the installation of a second hydrant in this
neighborhood at the present time, would be too expensive forthe benefits to be derived,
whereupon it was moved by Councilman Richards, and seconded by Councilman Robt. Brown, that
the City Water Superintendent be authorized to install a fire hydrant at such a point as he
determined to be most necessary for proper fire protection for the aforesaid district.
Motion carried.
Recess
At this time (8:25 P.M.), it was moved by Councilman Robt. Broom, seconded by Council-
man Sullivan, that the Council recess for a short period. Motion carried.
Reconvened
The City Council of the City of Port Townsend, Washington, reconvened at 8:35 o'clock,
P.M., and upon Roll Call, the following Officers and Members were noted present: Mayor H.I
Hirtzler, City Attorney, W. J: Daly, City Clerk, C. F. Christian, and Councilmen Fred G.
Lewis; Phillip E. Brown; C. E. Richards; Robt. W. Brown; Wm. Lammers, Sr.', and Dennis
Sullivan.
Water'Committee to Meet
It was requested by Councilman Richards, Chairman of the Water Committee, that inasmuc
as Councilman Maroldo, a member of said Committee was confined to his home, the Water
Committee and Water Superintendent should meet at Mr. Maroldo's home upon the following
Thursday afternoon at approximately 3:00 o'clock, P.M., and invited any other Councilmen
interested to attend.
ADJOURNMENT
No further business appearing at this time for consideration by the Council, it was
moved by Councilman Robt. Brown and seconded by Councilman Lewis, that the Council do now
adjourn. Motion carried.
