From Dept. of Highways
A letter from the Dopa tment Of Highways acknowledging receipt of Cityzs resolution
relative to program for expenditure of Gas Pax monies and commending City officers on same,
was read and ordered filed.
From Assoc. of"Wash. Cities
A circular letter from Mr. John E. Carroll, Chairman of the Executive Committee, and
L:r. Chester Biesen, Executive Secretary, reviewing the past year and anticipating benefits
to be derived during the coming year by mmnbership in the Association, ems read and ordered
filed.
Claahinr,ton 1:uncipal 'Bulletin
The receipt of inforration Bulletin iio. 5, of the Assoc. of Wash. Cities, by the City
Clerk's office, was acknov ledged, and pertinent parts noted with assurance that anyone
so desiring could obtain said bulletin in the City Clerk's office.
Yayor Hirtzler stated that the Sistars of St. John's hospital had expressed their
thanks to the Council for the street light recently installed at the entrance to the
Hospital.

Councilr..an Robt. Brown, Chairman of the Street Oommittee, stated that it was necessary
to replace the clutch on the Cityzs 1937 L.odel Chev, dump truck, and moved that a req-
uisition for t's:is *;:ork be granted. Said motion was seconded by Councilman Sullivan and
carried by voice vote of the Council.
Councilman :Maroldo, Chairman of the Police COminittee, called attention to the deplorab
ondition of tine Police office i:, the City Hall, and moved that a requisitiozi for materials
necessary to make said office presentable to the public, be granted. This motion was
seconded by Councilman 'ullivan and carried by voice vote of the Council.

Re: Fire Hydrant
It was brought to tine attc.:tion of the Council that there was need of a,firc hydrant
in the vicinity of the "East Gate" to Fort 1•lorden, and the matter visa referred to the
Fire and Light Committee, with instructions to confer with the Water Superintendent, and
make their recommendations at the next regular session.
Gas Bids Called
It was moved by Councilman iiobt. Brown, and seconded by Councilman Maroldo, that the
City Clerk be instructed to publish a call for bids to supply the City with gas for the
coming year. (Lotion carried.
Re: Fire Alarm System Overhaul
Inasmuch as the Uity Council had twice authorized the Puget Sound Power & Light Compan;
to renew the existing fire alarm system under a plan set forth by said Company; and there
had been no appreciable action taken toward this end by the Puget Sound Power & Light Co.,
it was moved by Councilman Phillip Brown, and seconded by Councilman Maroldo, that the
City Clerk be instructed to r.rite a letter to the local office of the Puget Sound Pourer &
Light Company, with a cony to :u•. L. J. Bourke of the Bremerton office, asking that steps
be taken to complete this work in the near future. Lotion carried.
It was noted in connection with this matter that the delay was causing serious damages
to parts of the existing system, such as fire alarm boxes.

January 16th, 1940
The CITY COUNCIL of the City of Port Townsend, Washington, met in regular session this
16th day of Janus ry, 19402 at 7:30 ozclock, P.M., in the Council Chambers in the City Hall,
Mayor H. L. Hirtzler presiding.
ROLL CALL
Upon Roll Call, Officers and Members answering present were ae follows: Mayor H.L.
Hirtzler; City Attorney W. J. Daly; City Clerk'C. F. Christian, and Councilmen J. F.
Maroldo, C. E. Richards; Robt. W. Brown and Wm. Lammers, Sr. Councilman Dennis Sullivan
arrived later in the session.
MINUTES APPROVED
It was moved by Councilman Hobt. Brown, seconded by Councilman Maroldo, that the
minutes of the previous session be approved as written. Motion carried.
Re: Bicycle License'
A representative committee from the Veterans of Foreign Wars were present in the
Council Chambers to again bring to the attention of the Council the matter of the number
of bicycles owned and operated within the City, and to urge licensing of same as an aid to
some form of regulation. Mr. Naughton, a member of the Committee, spoke with particular
reference to a need of safety to both the bicyclists and drivers and operators of auto-
mobiles and such. He stated that the Committee wished to recommend that all bicycles
within the City be licensed in order that there would be a definite record of ownership of
each bicycle, and in connection with the issuance of such a license, a copy of rules and
regulations governing the operation of bicycles in conformance with the Cityzs traffic
ordinance be issued to fully acquaint bicycle riders with such regulations.
City Attorney Daly questioned Mr. Naughton as to whether or not the Committee wished
to recommend any definite amount for license fee, and in reply Mr. Naughton suggested that
the license be not more than $1.00, but enough to cover the cost to the.City.
This matter of licensing was then referred to the Police Committee and Street Committ
with assurance to the Committee from the Veterans of Foreign Wars that some definite actio
would be taken in the near future.
Sullivan Arrives
City Councilman Sullivan arrived at this time and assumed his seat in the Council.
REPORTS OF OFFICERS
City Treasurer
The report of the City Treasurer for the month of December, 1939, was read and reforre
to the Finance Committee.
Water Superintendent
The monthly report of"the Water Superintendent for the month of December, 1939, was
read and referred to the Water Committee.
The report of the Water Superintendent showing the flow of water thru the various main
line meters for the week ending January 16, 1940, was read and ordered filed.
City Clerk
The City Clerk reported warrants drawn and issued in payment of claims authorized durin
the year 1939, and included in the budget for the year 1940,.for payment therefrom as follor.
Upon the Current Expense Fund, to -wit:

Upon the Olympic Gravity Water r•und, to -wit:
