OitDli;i�i;CEs Aid) i.':SOLUilvl;S A resolution relative to estimating distribution of highway gas tax funds for the 1939-1940 biennium, was presented and read as follows: RESOLU IOA NO. .i:ERHAS, the Department of Highways has estimated that the receipts which will accrue to the credit of this city under the provisions of Chapter 181, 1939 Laws, for the period April 1, 1939, to March 31, 1941, will be Sixteen thousand four hundred seventy-eight ($15,478.90) Dollars; and ninety cents; and, WHEREAS, the Department of highways does request that this city adopt a formal program setting forth the uses to w hich it small put the above -named sum of :Toney in accordance with the provisions of the above -named statute; UOYI, TEER FChE, BE IT HESOLVED by the Mayor and City Council of the City of Port Townsend in r egular meeting duly assembled, as follows: 1. ghat based upon estimated receipts as aforesaid the following is proposed as the items covering expenditures of said city from the City Street Fund for the biennium commencing April 1, 1939, and ending Larch 31, 1941: Overhead & Bonds & Total Maintenance Construction Operation Wnt. Water Ordinance .i " f 583 The proposed ordinance relating to rules and regulations governing the sale, price and use of City ';later, which was read for the first reading at the last regular cossion, was again presented at this time for the second reading, with special attention calledto one or two minor changes of wording which had been considered by malmbors of the Council to be advisable. A full, true and correct copy of said ordinance as passed will be hereto appended. Lammers Addresses Council Councilman Lammers arose and stated that insomuch as each member of the Council was acquainted with the fact that this ordinance was to be read for the second reading at this session, he did not consider it fair to the members present for others of the Council to be absent at a time when such important matters were bofo_•e them. Councilman Robt. Brown Councilman Robt. Brown stated that he was of the sane opinion as Councilman Lammers regarding absence of others, but that because of the fact that the ordinance was to take effect January 1, 1940, it was necessary that those members present assume the responsibili of passing the said ordinance. It visa moved by Councilman Robt. Brown and seconded by Councilman Ln:1::ers, that the second reading be considered as the third reading and that said reading; be by title only. Roll Call Upon roll call vote all four Councilmen present voted in the affirmative, and the motion won declared carried. �>Ordinance Passed It was moved by Councilman Robt. Re: Operators' License Increase Councilman hobt. Brown stated that he had boon informed that the various "pin :all machine" operators licensed in this City had closed out their interests to one man, and in view of the fact that a certain rovenuo was necessary to the City from thin source in order to conform with budget estimates, he asked that the Council consider increasing said operators' license to y500.00, rather than the •;j250.00, as in the past. General discussion followed among officers and members present and upon informal request City Attorney Daly prepared a proposed amendment to Ordinance Uo. 1089, which he read upon completion for the first reading in full as follows: ORDINANCE NO. 1111 Al; ORDIiiAIPCE providing for the increase of license foe for machines or devices for playing games of shill, and amending Section 1 of Ordinance No. 1089 of said City, entitled "An Ordinance providing for the licensing for revenue and regulation for playing games of skill, and repealing all ordinances and parts of ordinance in conflict herewith," prised by the City Council December 7, 1937, approved by the Mayor December 8, 1937.
