The prospect of enduring another summer under the conditions of the months just past is abs olutely unthinkable. hence, I am relying upon you, in your official capacity, to obtain a real and effective remedy for this pestilence from the City Council of Port Townsend. Both :myself and all the Fathers resident at blanresa Hall are most anxious to cooperate in every reasonable advancement of our city. But vie are most earnestly opposed to the sacrifi in of ordinary and due physical convenience to the questionable esthetic allurements of the present lagoon, if its maintainance continues to be a breeding place for singularly vicious mosquitoes. .,:y sincerest thanks for the attention I know you will give this matter. Dear Sir: In the name of the thirty five residents of Manresa Hall I feel it my duty to place before the Port Tovrnsend Chamber of Commerce a formal complaint with regard to the plague of mosquitoes suffered by us this year. Until this summer one of the great chnrms of Port 'Tovrnsend has been its mild climate slid almost perfect freedom from insect pests. This year, unfortunately, our citizensf lives have been rendered miserable by daily clouds of vicious mosquitoes. Even strong winds, ordinarily ample protection against the posts, provided little alleviation. "'he fact that the sudden and regretable advent of this plague followed the filling with fresh water of the lagoon between the town and the hospital snakes it seem certain that the lagoon is their breeding place. The theory that the late rains brought the pests is quite untenable in viocr of the fact the all arose who have walked near or even towards the lagoon report the clouds of mosquitoes to increase rapidly in density as the lagoon is approached. 'ale have great tropes that the Chamber will see its Fray clear to safeguard the citizens against a recurrence of this pest next year. Our Fathers come to Port 'Townsend from all over the United States and Canada. It would be regretable if they were to take back to their hones unflattering reports about so fair a city. Janes L;eCurdy, Secretary October 16, 1939 Port Townsend Chamber of Commerce Port Townsend, 'Nashington Dear Sir: As Superior of St. JoimJs hospital, Port •Tocrnsend, I should like to request the Port iownsend Chamber of Commerce to investigate the cause of the mosquitoes that have plagued us so badly this year. Our patients complain very much, as the little insects come in such numbers that vie are unable to keep them out of the rooms. T:eose Sisters who have been here many years say that the ;mosquitoes were never so bad before. Everybody places the blame on the water in the lowlands near the city. All our neighbors say the sane. Our Sisters were accustomed to walk down in the direction of the highway in the evening, bu this year they vrere driven back by the mosquitoes. As the coming of infected mosquitoes is not impossible, it would seem prudent to ineestigat this matter very seriously. Brown and seconded by Councilman Lewis, that the foregoing requisitions be granted. Motion carried. ORDINANCES AND RESOLUTIONS 'dater Ordinance An Ordinance entitled: "AN ORDINANCE of the City of Port 'Townsend relating to the municipal water supply of said city; regulating the uses of water therefrom, providing for the sale of the same, fixing the price thereof, and providing a method of collection rates therefor, and repealing all ordinances or parts of ordinances in conflict therewith", visa presented and read as follows, for the first reading: ORDINANCE NO. All ORDINANCE of the City of Port To'nsend relating to the municipal water supply of said city, regulating the uses of water therefrom, providing for the sale of the same, fixing the price thereof, and providing a method of collection rates therefor, and repealing all ordinances or parts of ordinances in conflict therewith. THE CITY COUNCIL OF THE CITY OF PORT T03NSEND DO ORDAIN AS FOLLO'.7S: Section 1. That the following rules and regulations be, and the sane are hereby established and fixed, regulating and controlling the use and price of water supplied by the City of Port 'Townsend. Section 2. The word "Superintendent" whenever used in this ordinance shall be hold and construed to mean the llater Superintendent of the City of Po:•t Townsend, and any act in this ordinance required or authorized to be done by the Superintendent, may be done on be- half of the Superintendent by an authorized officer or employee of the water Department. The erord "person" where -ever used in this ordinance shall be held to mean and include natural persons of either sex, associations, co-partners, and corporations, whether acting by themselves or by a servant, agent, or employee; the singular number shall be held and construed to include the plural, and the masculine pronoun to include the feminine. Section 3. Any person desiring to have premises connected with the water supply systen of the City of Port 'Townsend shall present at the office of the '.later Department, an application for the use of water upon a printed form to be furnished for that purpose, whic application shall contain the description of the premises where such vrater is desired, and shall state fully nlid truly all the purposes for which the water may be requi_ed, and shall be signed by the owner of the premises to be served, or his duly authorized agent, and shall be filed in the office of the Superintendent, and at the time of filing such application, the applicant shall pay the City Treasurer and take receipt therefor, the fees for installa- tion of water services hereinafter provided. Section 4. The application provided for in the preceding section shall contain a con- tract on tire part of the person making the same, to pay I'on• the water applied for at the rate and in the mariner specified in such contract, and shall reserve to the City of Port ownsend the right to charge and collect the rates and enforce the penalties provided for in this ordinance, in the manner herein provided, to chnnge the rates at any time by ordin- ance, to temporarily discontinue the service at any time without notice to the consumer and to install a meter or meters to register the water consumed, and shrill specify that said contract is subject to all the provisions of this ordinance and of any ordinance of the City of Port Townsend relating to the subject, hereafter passed, :and shall provide that the City of Port Townsend shall not be hold responsible for any damage by water or other cause re- sulting from defective plumbing or appliance on tine promises supplied with water, installed by the owner or occupant of said premises, and that the fact that the agents of the city have inspected the plumbing and appliances shall not be pleaded as a basis of recovery in case of damage to promises from defective plumbing or appliances installed by t'rie owner or occupant of such premises, and shall provide that in case the supply of water shall be Tinterrupted or fail by reason of accident Or any other cause whatsoever, the city shall not he liable for dama--es for such interruption or failiu•e, nor shall such failures or inter- ruptions for any reasonable period of time be hold to constitute a breach of contract on the part of the city or in any Bray relieve the consumer, from performing the obligations of his contract. Section 5. All contracts shall take effect from the day they arc signed and rates shall be charged from the day the premises are connected with the Cityls water supply and the water turned on. Section 6. Upon the presentation at the office of the superintendent, of the Treasurer' eceipt for the installation fees and the execution of the contract hereinbefore provided for the superintendent shall cause the premises described in the application, if the same abut Pon a street upon :which there is a city water maim, to be connected with the cityts water m❑ y a service pipe extending at night angles from the main to the property line and including stop cock placed about one foot outside the sidewalk area, which connection shall there- fter be maintained by and kept within the exclusive control of the city.
