Report of Chief of Police for the month of November, 1939, showing arrests and dis-
position of cases, was presented and outlined, and ordered filed.
REPORTS OF COMMITTEES
Councilman Fred G. Lewis reporting for the Building Committee, stated that upon exam-
ination of the planter wall in the Treasurerts office, damaged by crater leaking into the
building, it visa thought beat that nothing be done until after completion of the pointing up
of the outside walls to remove possibility of repetition.
Dater Committee
The Committee on 'hater and Drainage, to whom was referred the Slater Superintendent's
renort for Octobrn', 1939, reported that they found same to agree with office records.
Finance Committee
The Committee on Finance and Claims, to whom visa referred the matter of the Troasurerrs
report for October, 1939, reported the same to agree with office records.
Slater Committee
Councilman Richards, Chairman of the '.;star Committee, reported that the said Committee
recommended renewal of the present liquid cholorine contract with the Pennsylvania Salt
manufacturing Company.

Communications from St. Johnts hospital and Manresa Hall, one addressed to Mr. Dennis
Sullivan, as a member of the City Council, and the others conics of letters to the Port
Townsend Chamber of Commerce, having been handed by Councilnan Sullivan to the City Glerk,
yore read as follows, but no definite action taken upon the subject matter:

Dear L`s. Sullivan,
you are in receipt of a copy of a letter sent by me to the Port Townsend Chamber of Commerce
re the serious plague of mosquitoes caused, I am convinced, by the fresh water lagoon wrest o
the city, which has served as a natural breading place.
Nov, please permit me to ask you, the Representative of this Dist:•ict, to submit my formal
complaint concerning the same matter to the City Council. The serious inconvenience of the
mosquito plague suffered during the summer and autumn by the Fathers and visitors at Manresa
Hall, forces me to petition this formal complaint.
Over a period of twelve years, we have enjoyed citizenship in Port Townsend, and during that
time our Fathors have spent profitable and restful residence at Ltanresa Hall. The pest
summer and autumn, however, have brought, for the first ';ime, universal discomfort and even
suffering due to the innumerable mosquitoes :which infested the region around Manresa Hall.
Since this pestilence has arisen simultaneously ;with the fresh water flooding of the Lagoon
