Dear 11r. Christian:
The City of Port Townsend Ordinance No. 1090, imposing a municipal occupation license
tax, provides that any business taxable thereunder shall file with your office an applicatio
for occupation license for each tax year January 1 - December 31, on or before the first day
of each such tax year, the application to be accompanied by a return setting out the taxable
revenues of the next preceding calendar year. As we pointed out in our letter of December
20, 1938, the books of this Co:cpany are not closed until well afterthe end of the calendar y
making it necessary that vie request an extension of time within which to determine the amoun
of the taxable revenue base, prepare the return, file the license application with your
Office, and make the first quarterly tax payment for the tax year under consideration.
You kindly granted a sixty day extension in the case of this Company's filing for the
tax year 1959, but inasmuch as it would be necessary to take such action each year during th
life of the ordinance, it would appear to be to our mutual advantage, in the in::erest of
simplicity and economy of administration, that the time extension be a continuing one, sub-
ject to revocation by your City. With this thought we make the following request:
The Pacific Telephone and Telegraph Company hereby requests continuing permission to
file its annual application for occupation license under City of Port 'Townsend Ordinance No.
1090 within sixty (60) days after the beginning of each tax year, starting with the tax
year January 1 - December 31, 1940, each such filing to be accompanied by the initial
quarterly tax payment for the tax year for which the occupation license application is made;
such continuing permission to be subject to revocation by the City Clerk of the City of
Port Townsend by wri:,ten notice given to the Pacific Telephone and Tele::raph Company not
less than sixty (60) days prior to t:e beginning of any such tax year.

City Clerk, C. F. Christian stated in reference to the matter requested by the Pacific
Telephone and 'Telegraph Company, that the ordinance covering same allowed the City -Clerk
to act in such matters, but that he wished an expression of the Council as to whether or not
this would be entirely satisfactory, whereupon it was a:oved by Councilman hobt. Brown, and
seconded by Councilman Lammers, that ,the City Clerk do so grant permission requested.

Shipment will be made at the lowest possible cost. You may designate the trans-

A contract gives you a protection on price and delivery. It assists us in establish

There being present in the Council Chambers, various members of the Veterans of Foreign
Wars, Ma -
,or Hirtzler asked if they had something which they wished to present at this time.
;!hereupon ':r. Timmons arose and informed the Council that as a part of their program, the
Veterans of i oreign 'Uars were sponsoring a Bicycle Club, with the view to making the streets
`.{ and highways safer for both the bicyclists and motorists, and wished the cooperation of the

-• City in this work, particularly by enforcement 'of the City ordinances covering same, with
special attention being paid to lighting of bicycles and such.

City Attorney Daly, with a few words, more particularly outlined the aims and objective
4 of this work and assured the Council that the City's vehicle ordinance covered all necessary
points. Ltayor Hirtzler pledged the full cooperation of the City Administration in this work

BE IT RESOLVED by the City Council of the City of Port iownsand in regular session
assembled that it is the sense of this Co.:ncil that that certain area within the City limits

be and the same is hereby set aside as a sanctuary for wild waterfowl, and the citizens of
this city are hereby urged to aid in the feeding and Preservation of such ducks, geese, or
