A letter from the State Department of Highways showing the City of Port Tovinsend's
July allotment of Gas Tax Funds to be $819.60, was read and ordei;ed filed.
From Jefferson County Assessor
The listing by the Jefferson County Assessor of the final valuations for tar, assess-
ment purposes visa presented and outlined showing the City valuation to be $900,819.00
total, less ships and vessels.

A communication from the State Department of Health relative to submission of
Chlorination plant reports was read as follows:

Dear Sir:
Because of the regulations of the U.S. Public Health Service regarding water supplies used
on interstate carriers, it has been necessary to prohibit the use of the Port Towriselld
hater supply for this nul-pose for the following reasons:
1. Inadequate chlorination control.
2. lie submission of monthly chlorination plant reports.
On August 3, an engineer from this Department conferred with you and Mayor Harry Hirtzler
regarding this t:tatter, and it was agreed at that time that the reason for not submitting
these reports was the necessity of makin,r, daily trips to the chlorinator. It was further
agreed that the chlorination plant reports could be submitted to this Department with as
many determinations thereon as practicable; that is, chlorine weight and residual chlorine
determinations two to three times weekly, and such procedure would be acceptable to this
Department.
The chlorination plant report forms for this purpose have been forwarded to you on a
previous date, and must therefore be in your files. However, in order to fill these
forms out completely it will be necessary to provide scales for the chlorine cylinder and t
obtain a chlorine residual comparator for the purpose of filling out the residual chlorine
columns. ibis comparator may he obtained through either the Wallace and Tiernan Sales
Corporation, Terminal Sales Building, Seattle, or the Hellige Compan;l, Inc., 2lew+ York City.
Upon submission of this chlorination plant report to this office at tile end of each month,
it will then be possible for this Department to recommend to she U.S. Public Health Service
that the Port 'o.wnsend water supply may be made available for use oil interstate carriers.
You will be so advised at that time.
If you have any questions regarding the foregoing recommendations, please feel free to call
upon us.

A letter from Mr. Sol G. Levy, representing the Olympic Peninsula Packing Company, was
read to the Council as follows:
September 12, 1939.
Port 'Townsend 'Rater Department
Port Townsend, Washington
Gentlemen:
We would like to call to your attention a water bill for 6 wecks operation totalling w126.45
which vie have no doubt is your regular rate. On tlis basis of cost, it is most discouraging
for the cannery to operate. Instead of helping local industrial programs, you curtail them
with this exorbitant cost.
Adequate facilities at the cannery are so arranged that vie use a minimum of water ---as littl
as possible for our operation. I can assure you that unless these charges can be rectified
and arrangements made for the future whereby tie can operate economically, there is great
danger of this plant being dismantled and its machinery being moved elsewhere.
The writer would like to see this project developed to a far greater capacity for the
benefit of Jefferson County, but vie need cc operation from you as well an the other local
departments some of which have already shown a willingness to help us carry out our project.
What can vie expect from you? Please take this up with the city heads as soon as possible.
