Proposed Ordinance
A proposed ordinance entitled, "An ordinance, of the City of Port 'Townsend, appropriatit
the sum of $485.00, for expenditure during the remainder of the year 1939 for the City Street
Fund of said City, and declaring an emergency," visa presented and readiin its entirety for tl'
first reading, as follows:
ORDINANCE 140.
An Ordinance, of the City of Port Tovr;isund, appropriating the sum of $485.00, for ex-
penditure during the remainder of the year 1939 for the City Street rund of said City, and
declaring an emergency.
''REREAS, it now appears to the City Council of the City of Port 'Tovaisend, that the
demands and requirements for street improvement and street development, are greater than
anticipated at the time of the adoption of the official budget of the City Street r'und for
the year 1938, and, in order to accomplish the greatest good from Works Progress Adminis-
tration projects, it is necessary that the nember of employees of the City Street Department
be maintained at three, and that the awn of $485.00, should be appropriated in order to
accomplish ti�is objective, therefore,
THE CITY COUI;CIL OF THE CITY OF PORT '1'0NNSEND DO 013DAIII AS FOLLOWS:
Section 1. That there be and hereby is appropriated for expenditure during the year
11239, from the City Street "und of the City of Port 'Townsend, the stun of $485.00 for the pur
aforesaid, and the City Clerk be and he is hereby authorized to dray emergency warrants upon
said Fund upon the presentation,of properly approved vouchers not exceeding the amount
hereinbefore set forth.
Section 2. That this ordinance be published once in the Port 'ownsend Leader, to be in
force and tale effect as provided by law.

The proposed ordinance, as stated, declaring an emergency must, according to statute,
lay over until the next regular session for further action and passage.

The City Council of the City of Port Townsend, 4lashington, reconvened at 9:00 o'clock,

After the reconvening of the Council, a general discussion relative to the feasibility
of painting the City Hall visa held, but no definite action taken.
Re: Pipe house Roof
'later Superintendent Lockhart brought to the attention of the Council the fact that
half of the roof on the pipe storage house at Harrison and Garfield Streets visa in such a
condition that it needed replacing in order to protect the supplies stored therein. Where-
upon it was moved by Councilman Richards, seconded by Councilman l;aroldo that the Water
Superintendant he authorized to proceed with the necessary repairs to the roof of the said
building. i:otior. carried.
Re: Stock Pile Crushed Rock
It eras brought tothe attention of the Council that the stock pile of crushed rock on
Garfield Street, between l:onroe and Jackson Streets, from which part had been taken for str
surfacing needs, was still blocking that portion of Garfield Street, and constituted a
traffic hazard. It was :roved by Councilman Jvobt. Brown, seconded by Councilman Richards,
that the said Garfield Street between L(onroe and Jackson Streets, be cloyed until the rock
is removed and proper baracades be erected to notify the public of such action. Motion
carried.
Revert to Bills and Claims
At this point the Council reverted to bills and claims In order to consider the bill
of the Service Equipment Company for equipment for the Street Department, which had not
as yet, be accented by the Street Committee. The bill of the Service Equipment Company for
a Kinney spring stool grader broom, was read fully, and it was moved by Councilman i;iaroldo
and seconded by Councilman Sullivan, that the said claim be alloyed subject to the accept-
ance of the equipment in question by the Street Committee of the Council. Motion carried.
ADJOURNMENT
No further business appearing for consideration by the Council, it visa moved by Council
man Sullivan, seconded by Councilman Llaroldo, that the Council do now adjourn. Motion
carried.
