A. !dyers home due to the overflow from the cuss pool connected with that home. Councilman Richards stated that the condition near the Liyers home could be remedied by the installation of a septic tank to replace the present Coss noel. After a short general discussion as to what action could be taken in such matters, and in view of the fact that in both cases there was evidence of the use of water greatly in excess of t'.re usual requirements, it was moved by Councilman Hobt. Brown, and seconded by Councilman I:aroldo, that unless steps are taken by the property owner to satisfactorily rem- edy the present disagreeable situation, the 'dater Supt. be Cilia" power to act as 11e sees fit to curtail the use of excess water. Lotion carried. !,:filler Street Lease Granted Councilman Robt. Brown reported that the lease of streets asked for by Byron M. Lliller would, if granted, inconvenience no other property owner, and moved that the said lease be granted for the period of one •,car. i',is motion 'gets seconded by Councilman Phillip Brown, and upon troll call vote, all five Councilmen voted in the affirmative and motion visa dec- lared carried. Re: Garbage Collection Councilman Phillip Brown stated that there had come to his attention some talk of com- plaints relative to non -collection of garbage in the business district, and as Yr. . F.H. Lar..mers, the contractor for that service was present in the gallery, asked if there visa any information t'rat he could volunteer in t :is matter. !.r. Lar:;:.ers stated that there had been a few times that-, due to r_ high wind, he had delayed collecting he garbage in the business district in order to keep it from blowing about the strceta as it erns dur::ped into the truck., but that the greatest trouble was with refuse set out on tt:e sidewalk in paper cartons and at such times as it accumulated rather than at time of collection. Travel Expense Authorized City Attorney Daly asked that the Council authorize travel for the City Clerk and him- self as City Attorney, to the convention of the Association of llashington Cities at Spokane within the limitations of the budget. Upon:motion of Councilman Robt. Brown, seconded by Councilman Llaroldo, and duly passed by vote of the Co.:ncil, Attorney Daly's request was granted. Re: Approval of Bills Councilman La=ers asked that the heads of the various departments be instructed to approve and sign the vouchers for their departments not later than 2:00 of the day of meeting of the Council, at which the bills are allowed. The CITY COUNCIL of the City of Port 'Townsend, Washington, met in regular session this 16th day of May, 1939, at 7:30, P.M., in the Council Chambers of the City Hall, Mayor H.L. Hirtzler presiding. UNFINISHED AUD I!E'll BUSINESS Mayor Iiirtzler stated that inasmuch as there were in the Council Rooms, members of the '9orkerIs Alliance whom he understood wished to present a request to the Council, the order of business would be passed to unfinished and new business, and asked if they would present their request at this time. One of the members of the delegation requested of the Council that those individual members of the 7I.P.A, crew from Shine employed on the padlock-Irondale pipe line Project, who had used their cars to transport members of the crew to and from work during the seven a day period, be reimbursed to the extent of 100 gallons of gasoline, or $21.50, the sum necessary for them to procure that amount of gasoline. During the disucussion which followed, the fact was presented that under the rules governing this type of project transportation was to be furnished members of the crew beyond a distance of three miles from their homes, but that, the Ci'.y had not been advised of this provision. Recess The Council,by mutual consent, recessed for a period of ten minutes. V Sullivan Arrives Councilman Dennis Sullivan arrived during the recess rnrd joined the other Councilmen present. Reconv,ned The Council reconvened at 8:00 orrlock, P.L% , with all Officers and ',!embers present, whereunon Lir. John C. Donals stated that as an officer of the 1'lorker's Alliance, he wished at this time to offer an apology for the conduct of those members purporting to be re- presentatives of the Alliance at the time of their appearance in the City a fey days previou . Claim alloyed It was moved by Councilman Richards and seconded by Councilman Idaroldo that the afore- said request be alloyed, the gasoline to be disbursed in the amount of 100 gallons, to the proper persons as determined among themselves, from the tank at the Jefferson County garage at Chimacum, and that the County bill the City for the said ;;asoline. 1n Upon roll call vote, all seven Councilmen present voted in the affirmative and the motion was declared carried. It was moved by Councilman Robt. Brown, and seconded by Councilman Richards that the City Clerk presentthe proper County Officials with a written order for the said gasoline. Lotion carried. The Council, at this time, reverted to the regular order of business. I`.INUTES APPROVED It was moved by Councilman Robt. Brown, and seconded by Councilman Llaroldo, that the minutes of the previous session be approved as written. Motion carried.
