Brown Appointed to Committees Mayor Hirtzler announced the appointement of the newly appointed Councilman from the Second ward, Phillip E. Brown, to the standing committies, as follows: Police and License Co:rinittee; Fire and Light Committee, and Chairman of the Committee on Harbor and Bealth. Treasurer's Office Estimate In the matter of estimates for inprovements in the office of the City Treasurer, it v+ moved by Councilman Lewis and seconded by Councilman Robt. Brown, that it be continued unt a later session. Bids for Garbage Disposal This being the date and time set for opening of bids for the disposal of garbage witl the City of Port Townsend for the coming year, the bids submitted were opened and read to Council, as follows: Port Townsend, washingt m February 7th, 1939 Honorable L:ayor and City Council City of Port Townsend, Gentlemen: In compliance with your call for bids I offer the sum of $100.00, in cash for a three year period only for the privilege, removing garbage wit::in,the City of Port Townsend. I propose to comply with all city ordinances respecting rates and such regulation now in force, or to be nut in force, concerning sanitation. I have a truck that will be specially converted for the purpose. All garbage and debris will be covered by a tarp to prevent scattering. Feb. 7, 1939 Dear Sirs: In a enordance with the call for preposals for the privilege of hauling rubbish and garbage in the City Limits of Port Townsend, the undersigned submits the following bids $125.00 for the first year 135.00 for the second year 150.00 for the third year The bidder also agrees to keep in affect the three days a week collection in the business district, and one collection on the residence per week. TQansend City Council Yessrs; I wish to make a bid for the barbage removal contract of this city for either one or three years, depending on the pleasure of the council. My bid is one hundred fifteen dollars ($115) per year to be paid in at the rate o ten dollars per month. If I should be awarded this m ntract, I will pledge myself to give all attention necessary to provide the citizens of Pt. Townsend with an effecient and con- ciencious garbage removal system. That I will collect all garbage, refuse and the like in the City of Port Townsend and transport the same to the garbage dump as hereinafter provided. That the charges for collection and the periods when such collection shall be made sha 1 be as follows: Residential Districts: Four collections per month during the summer months, nor less than trio per month during the winter months. the collection rates shall be 50� per month for private residences. For apartment or boarding houses: collections shall be made at the rate of not less than $1.00 to $3.00 per month in accordance with the amount of garbage and the frequency of collections. Business Districts: Collections shall be made dailey between the Yours most convenient for the merchants, at the rate of not less than $1.00 to $4.00 per month in accordance with the amount of garbage and the frequency of collections necessary. Individual collections on call 25� and up depending on amount of garbage and not to exceed 50� per hundred pounds. That I agree to do and perform all the services in connection with the collection of garbage and refuse in a careful and orderly manner and to clear up all garbage or refuse scattered on the street from containers or falling from trucks. That he, the second party, will take proper care of the said dump ground and ]seep the same in an orderly condition to the satisfaction of the City Council. That I will hold the City harmless for any and all damage which might or could occur by reason of the performance of this contract and the operation of the trucks therein by the second party. That I shall execute and deliver to the City of Port Townsend my bond duly executed for the faithful performance of this contract inthe sum of $100.00, with a duly authorized surety company as sureties for such bond, such sureties to be satisfactory to the City Council. I am a married man and have a family and if awarded this contract, will move here and put all my time into the garbage business, and to comply with all the rules of the Public Service Commission. Signed Roy Pilce Portng�Trash- F. H. Lammers Bid Accepted It was moved by Councilman Phillip Brown and seconded by Councilman Sullivan, that the bid of Mr. F. H. Lammers, be accepted, with the provision that hereafter the garbage upon the truck be covered with a tarpaulin while in transit. Upon roll call vote, all seven Councilmen present voted in the affirmative, and the motion was doclared carried. Gasoline Contracts Awarded This being the time set for opening of proposals to provide the City with gasoline* for the year 1939, the following bids were opened and read before the Qouncil: From Tidewater Associated Oil Company; Union Oil Company of California; Shell Oil Company; Richfield Oil Corporation, and Standard Oil Company of California. All bids being identical as to price, it was moved by Councilman Robert Brown and seconded by Councilman Maroldo, that the privilege of furnishing gasoline to the City for the coming year be divided equally among the five companies. Upon roll call vote all seven Councilmen present voted in the affirmative, and the motion was declared carried. Tire Bids Considered Sealed bids as asked from various dealers by the Street Committee of the City Council to furnish tires for the Adams Grader were at this time opened and read. After some discussion it was moved by Councilman Sullivan and seconded by Councilman Maroldo that the contract be awarded to Gould & Pederson, subject to acceptance of the tires furnished by the Street Committee. Further discussion of the bids received revealed the fact that some dealers had quoted prices including mounting of tires, while others had not, and with the consent of Councilman Maroldo who seconded the motion, Councilman Sullivan withdrew the motion just stated. Thereupon it was moved by Councilman Sullivan and seconded by Councilman Richards to continue the question to the next meeting in order that all dealers might bid upon the same basis. Lotion carried. It visa moved by Councilman Robt. Brown and seconded by Councilman Maroldo that the Mayo send a letter to Don Abel, W.P.A. Administrator, for this district, with a copy to 5eber, commending the appointement of F. w, Darnell as local engineer. Councilman Sullivan spoke on the need of a blinker light or some other protective warnin at the point where the road from the National Paper Products Company's mill cnteres the high - ally near Verrier's Store, stating that traffic on the highway traveled at such a rate of speed as to make it dangerous for traffic entering the highway from the said road. This was referred to the Fire and Light Committee for consideration and report. Councilman Lewis spoke upon the need of a "stop" sign nt Roosevelt Street where it enter yler Street, as there are a number of children in the neighborhood frequently playing near his location. Councilman Robt. Brown stated that at present the Street Department had none f the necessary signs on hand, but that as soon as these were available, some action would o taken in this [natter,
