Councilman Lewis Arrives Councilman Lewis arrived during the reading of bills and claims and took his seat in the Council. Councilman Phillip E. Brown Sworn In Phillip E. Brown, the newly appointed Councilman for the Second }lard being prosen , b;ayor Hirtzler asked Councilman Robt. W. Brown to escort him to the desk of the City Clerk, whereupon he was duly sworn in and proceeded to take his seat in the Council and assume the duties of his position.
