Message from Mayor
A communication from Mayor Uirtzler visa presented and read as follows:
October 4th, 1938
City Council of the City of
Port Townsend.
Gentlemen:
Recent efforts on the part of employees of the Nater Department of the
city to effect collection of delinquent accounts through legal means have demonst
the need of an immediate revision of the various city ordinances rolating
to the sale and regulation of water.
I have instructed the City Attorney to re -read all existing
ordinances oertaining to this subject and, as soon as possible , bring
this council for further study a water ordinance that is reasonable, practical
and in keeping with financial demands. The 'later Superintendent, City Clerk,
and City 'treasurer Trill likewise aid, with the 'Gatcr Co:maitteo of the City
Council, to accomplish this objective.
If possible, I hope your studies will bring about a reduction of rates.
If this is Lnpossible, at least the elimination of the odious "nickle" charge
to flat rate domostic consumers will be helpful.

I, H. E. Anderson, County Auditor for Jefferson County, ';Inshingt
j and ex-officio Clerk of the Jefferson County Election Board, do hereby certify that the
following is a full, true and correct statement of the canvass made by said Board on the
20th day of September, 1938, of the returns certified to the County Auditor for Jefferson
County, "lashington, by the election officials of the seven voting precincts of the special
election held in the City of Port Tovmsedd, "'ashington, on the 13th day of September, 1938
under Ordinance No. 1096 of said City; at which election there visa submitted to the
qualified electors of said City for ratification or rejection, the three propositions for
special and additional tax levies, as follows:

-jj PROPOSZTI017 I: Shall the City'Council of the City of Port Townsend be authorized
hi to collet ur ng t e year 1939, the sum of approximately $1820.00, by a special and
additional levy of 2.00 mills, upon the dollar of assessed valuation of said City, in
excess of the city levy empowered by Chapter 1, Laws of the State of 1'.ashington, 1937,
(Initiative Leasure No. 114), for the purpose of operating and maintaining the free public
library of said City?
That the whole number of votes cast upon said proposition at said election eras
1421, of which number, 928 were cast in favor of said proposition, and 366, were cast
against said proposition.
PROPOSITION II: Sahll the City Council of the City of Port Townsend be authorized
to collect during theyear 1939, the sum of approximately 010.00, by a special and
additional levy of 1.00 mill upon the dollar of assessed valuation of said City, in excess
of the city levy empowered by Chapter 1, Laws of the State of ;"ashington, 1937, (Initiativ(
Leasure No. 114), for the purpose of operating, maintaining and improving the City Park?
i That the whole number of votes cast upon said proposition at said election was
1421, of which number, 868 '..ere cast in favor of said preposition, and 386, were east
against said proposition.
i1 PROPOSITION III: Shall the City Council of the City of Port Townsend be authorized
to collect curing the year 1939, the sum of approximately ;1820.00, by ❑ special and
additional levy of 2.00 mills upon the dollar of assessed valuation of said City, in execs

Leasure No. 114), for the purpose of providing funds for contribution to .'.P.A. city -wade
improvement project?
That the whole number of votes cast upon said proposition at said election was
1421, of which number, 852 were cast in favor of said proposition, and 404, were cast
against said proposition.
That the total number of voters in the taring district of the City of Port Townsend
who voted for the office of Governor at the general election of November, 1934, were 1658.

ORDINANCES AND RESOLUTIONS.
In compliance with instructions from th City Council, City Attorney Daly prepared and
submitted the following ordinances to confirm the several budgets fixed and adopted by the
City Council on the 3rd day of October, 1938, as follows:
Salary Ordinance, to -wit:
ORDINANCE 110. 1097
AN ORDINANCE of the City of Port Townsend, "lashington, fixing the salaries of the
City Treasurer, City Clerk, and the City Attorney, for the two-year term of office
commencing January 1st, 1939.
THE CITY COUNCIL OF THE CITY OF PORT TO';111SEND DO ORDAIN AS FOLLOWS:
Section 1. That the monthly salaries to be paid to the City Treasurer, City C
and the City Attorney for the two-year term of office commencing January let, 1939, are
hereby fixed as follows:
The City Treasurer, the monthly salary of $ 100.00
The City Clerk, the monthly salary of ,rZ
The City Attorney, the monthly salary o� u 75.07'
Section 2. That this ordinance be published once in the Port Townsend Leader,
and to take effect and be in force on the first day of January, 1939.
Passed by the City Council October 4, 1938.
Approved by the Mayor October 4, 1938.

It visa moved by Councilman Naughton and seconded by Councilman Lafferty that the firs
reading be considered the second reading and that the third reading be by title only.
Upon roll call vote all six councilmen present voted in the affirmative and motion
was declared carried.
3rd Reading and Passage.
The said ordinance was then read by title only for the third
reading, whereupon it visa moved by Councilman Naughton add seconded by Councilman Lafferty
thot said ordinance do now pass. Upon roll call vote, all six councilmen present voted
in the affirmative and motion was declared carried.
