Mr. Hinton's Report. The written report of Mr. Paul Hinton relative to the Lord' Lake survey visa presented and read, as follows: Port Townsend, Clash. Sept. 20, 1938 7 To The Honorable Mayor and ' the City Council Port Townsend, Clash.' Dear Sirs; - By order of County Engineer Clm. Bugge I made a preliminary survey of a reserve rater supply system at Lord's Lake and the Little Quilceno River. I started the survey at the high point of the main water line and found that the lake eras 30 feet above this point. I then ran a traverse from the lake, 11,079.5 feet, to a point on the Little Quilcene River where a diversion dam 8 feet high and 30 feet long could be built. This point is sufficiently high to bring the water through 8,000 feet of pipe to a point where it could flow in an open ditch to the Lice. I then surveyed a line from the late to the main water line and found that a trench could be dug that would make possible the use of the water of the lake to a level 20 feet below the present surface. Another survey from the Cater main at a point near the Little Quilcene River to the lino up the river shorted that a line at this point could be used to maintain a constant flow and increased pressure in the main. I then determined the location of two dams at the lake for the purpose of raising the level of the lake for further capacity as a storage basin. These dams could be built to raise the level of the lake 10 feet. Each dam would be approximately 90 feet long and there is sufficient dirt at each site to amke the fill. The available water in the lake storage basin after construction of the dame and trench mould be over 400,000,000 gallons. In my opinion the plan is entirely practical and would protect the City and the Paper Mill from any emergency such as affected the water au -)ply during the last winters stor " and also could be used to increase the flow of crater through the main in case of increased (future demand for crater. There are several large springs and small tributaries feeding into the river below the site for the diversion clam, sufficient I believe to take care of the 'dater Rights of the irrigation project in Quilcene. Respectfully Yours Paul Hinton Approved; C. A. Bugge Coun y 'sng veer, Jefferson County.. This report was ordered referred to the '."later Committee
