REQUISITIONS.
Requisitions for sundry supplies were presented, read and disposed of, as follows:
For the Treasurer's Department, to -wit:
1 typewriter ribbon; postage stamps, $3.00
For the Water Department, to -wit:

For the Stroet•D'egartment, to -wit:

It was moved by Councilman Naughton and seconded by Councilman Ammeter that the said
requisitions be granted, Motion declared carried.
ORDINANCES AND RESOLUTIONS.
Water Project Emergency Ordinance.
The emergency ordinance appropriating money from the Olympic Gravity Water Fund
for the cost of the P.M.A. Water Project, which ordinance was presented at the last regular
session of the Council and read in full for the first reading, was now taken up for final
consideration and again read in full by the clerk for the second reading.
Second -Reading to be Third Reading.
It was moved by Councilman Naughton and seconded
by Councilman Brawn that the 3rd reading be by title only. Upon Roll Call vote, qll five
councilmen present voted in the affirmative and motion was declared carried.
Ordinance Passed.

third reading, whereupon it was moved by Councilman Naughton and seconded by Councilman
Brown that said ordinance do now pass. Upon roll call vote, all five councilmen present
voted in the affirmative and motion was declared carried

The following is a full, true and correct copy of said ordinance
as passed by the City Council July 19, 1938, approved by the Mayor July 20, 1938, and pub-
lished in the Port Townsend,Leader July 21, 1938, to -wit:
ORDINANCE NO. 1094.
AN ORDINANCE of the City of Port Townsend, appropriating money from the Olympic Uravit
Water Fund of the City of Port Townsend for the purpose of defraying the cost and expense
of the prosecution of the work of making certain replacements of portions of the Olympic
Gravity Water System, as contemplated by resolution of the City Council adopted June 21,
1938, and declaring an emergency for the immediate expenditure of such money so appropriate .
WHEREAS, at the time of the adoption of the official budget for the Olympic Gravity
Water Fund for the year 1938, it was not foreseen or contemplated that the further expend-
iture of federal money under the Emergency Administration of Public Works would be carried
on during said year, and
WHEREAS, by recent Act of Congress, approved by the President of the United States,
funds have been appropriated for disbursement by such administration by way of grant and to
aid worthy projects sponsored by lesser governmental units throughout the state and nation,
and
WHEREAS, pursuant to such Act of Congress, the City Council of the City of Port 'Townes i
by resolution, dated June 21, 1938, has deemed it advisable to make certain replacements of
the water system owned and operated by the City of Port Townsend, and has set aside funds
sufficient to carry out the spirit and intent thereof, and,
WHEREAS, such sum of money so set aside cannot become available for expenditure with-
out compliance with statutory, now, therefore,
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND DO ORDAIN AS FOLLOWS:
Section 1. That a public emergency be, and the same is now declared for the immediate
appropriation of money for expenditure during the year 1938, in the sum of $8,656.19, for
the purpose of making certain replacements to the water system of the City of Port Townsend
as specified and adopted in that certain resolution passed by said City Council, June 21,
1938 approved b the Mayor June 21 1938.

Section 2. That from the unobligated moneys on hand in the treasury of the City of Por
Townsend in the Olympic Gravity Water Fund, there be and hereby is established for the fore
going purposes and for immediate disbursement, the sum of $8,656.19, which shall be placed
in a special fund to be known as "Olympic Gravity Water System - Replacement Fund."
Section 3. That the City Clark of the City of Port Townsend be and he is hereby author
ized to draw emergency warrants upon said special fund, i.e., "Olympic Gravity Water System
Replacement Fund,' upon the presentation of properly approved vouchers in an amount not ex-
ceeding that hereinbefore set forth.
Section 4. That this ordinance be published once in the Port Townsend Leader to be in
force and take effect as provided by law.
Passed by the City Council July 19th, 1938
Approved by the Mayor July 20th, 1938.
