Renew Water Dept. Truck Insurance.
Upon written reminder from Geo. Welch, Agent, that insurance on the Water Dept.
truck would expire on June 9th, it wad moved by Councilman Naughton and seconded by Coun-
cilman Lafferty that said agent be requested to renew the said insurance. Motion
declared carried.
Matter of Tax Levy Election.
The City Clerk brought up the matter of holding an election this fall for extra
tax levies, to the effect that if such was the intention, early attention in the matter
was necessary. It visa informally agreed that the necessary ordinance should be prepared
and peesented at the next regular session of the Council.
Water Rates for Business.
Councilman Naughton made inquiry as to water rates for business establishments
and was advised that meter rates applied. A short general discussion followed as to the
present rates.

Upon motion of Counxilman Naughton, seconded by Councilman Brown, the Council
voted to adjourn.

The CITY COUNCIL of the City of Port Townsend, Washington, met in regular session this
19th day of July, 1938, at 8:00 o'clock p.m., in'the Council Chambers of the City Hall, May 1
H. L. Hirtzler presiding.
ROLL CALL
Upon Roll Call those answering present were Mayor H. L. Hirtzler, City Attorney
W. J. Daly, City Clerk C. F. Christian, and Councilmen R. W. Brown, W. S. Lafferty, Fred G.
Lewis and R. E. Ammeter; Councilman Naughton arriving later in the session.
MINUTES APPROVED.
The Minutes of the regular session of July 5, 1938, were read and approved as rea
Councilman Naughton arrived at this time and took his seat in the Council.
BILLS AND CLAIMS.
J. F. Forbes Street Contract.
The claim, in full, of J. F. Forbes, in the amount of $7470.00, for street surfa-
cing work by contract, as shown by approved estimate of the engineer, was submitted for con
sideration and there being no objection, upon inquiry by the Mayor, the some was presented
and read.
Claim Allowed:
It was then moved by Councilman Lafferty and seconded by Councilman
Ammeter that the said claim be allowed and that the Mayor and the City Clerk be authorized
to dray a warrant upon the City Street Fund in payment of same. Upon Roll Call vote, all
five councilmen present voted in the affirmative and motion was declared carried.
REPORTS OF OFFICERS.
Rorrison Bond Refund Proposal.
In the matter of the Rorrison Water Bond Refund proposal, which is now in the hang
of the Water Committee for report, City Attorney Daly reported that he had a L.D. call from
the bonding house of Blyth & Company, who informed him that rumors concerning same were ad-
versely affecting the value of these bonds and of the credit of the city. Also, that the
City Treasurer had received a letter from Paul C. Harper of the Investment Bankers Associa-
tion relating to the same matter and to the same effect. Mr. Daly strongly advised that
the proposition be repudiated at once and that proper publicity be given that fact.
City Clerk Christian reported that he had also received telephone and written inquirie
had assured them all that their interests would be protected, and that he fully endorsed th
advice of City Attorney Daly.
Rejected:
It was then moved by Councilman Lafferty and seconded by Councilman Naugh-
ton that the offer or proposal of James Rorrison to refund the 1927 Municipal Water {Yorks
Extension Bonds of the Port Townsend Water System be rejected. Upon Roll Call vote, all
five councilmen present voted in the affirmative and motion was declared carried.
Insurance Renewed.
The City Clerk reported that the insurance on the Water Department truck had been
renewed for one year as directed by the Council.
Treasurer's June Report.
The City 'Treasurer's report for the month of June, 1938, was presented, read and
referred to the Finance Committee.
Water Sup't Report.
The report of the Water Supt. for the month ending June 30, 1938, was presented,
read and ordered filed.
Main Line Meters.
The report of the Water Supt., showing the flow of water through the main line
meters for the period ending July 18th, was presented, read and ordered filed.
REPORTS OF STANDING CO.2dITTEES.
Hydrant Examination Report.
In the matter of the offer to sell to the city the hydrants from the old Quaran-
tine Station, Water Supt. Lockhart reported that the one examined was rather badly rusted;
that four other hydrants in fairly good order were to be had at practically no cost and that
there was practically no immediate demand for the quarantine stools. The committee was con-
tinued for further investigation

Union Oil Company.
Circular letter from the Union Oil Company, supplementing prices
quoted on Asphalt dated Jan. lot, 1938 and May 3rd, 1938, was presented and ordered filed
with letters dated as above.
