Refunding Water Bonds.
Councilman Naughton, chairman of the Water and Lrainage Com-
mittee, to whom was referred the ;proposal of Mr. Rorrison to refund the 1927 Water Bonds,
reported progress.

Improvements to Water System.

Dear Sir:-
This will acknowledge receipt of the application filed by the City of Port Town-
send, Washington, for a grant of 45 per cent of the cost of the construction of the above
project.
This will be examined and if found in order, it will be forwarded to the central offic
'I in Washington without delay. It is accepted with the understanding that we can give no as-
surance that an allotment will be made, due to the limited funds at the disposal of the Pub
it
lic Works Administration; or that an allotment, if made, will be for 45 per cent of the cos
of the project, which is in accordance with the past policy of the Administration.
In the event that an allotment is made to the project, such allotment will be made up-
on condition that the project be constructed in accordance with an agreement to be entered
into between the applicant and the Government. Any allotment made will be made upon the
estimated cost of various items and will not indicate final approval thereof. Prior to th
final inclusion of any item of cost in the base cost of the project upon which the grant
will be computed, the price of such iyem and the necessity therefor must be justified.

Association Bulletin.
A circular letter from the Association of Washington Cities, enclosing program

City Clerk Christian expressed a desire to attend this Institute for a day or two
if circumstances are favorable and requested that he be granted a leave of absence for that
I ;a +aVJ.g ` r period. It was moved by Councilman Naughton and seconded by Councilman Brown that such
r '� ' leave be granted. Motion declared carried.

The Clerk reported receipt of a news -letter from the American Municipal Associati n,
which is a service of the Association of Whshington Cities, and the same was ordered filed.

The, Clerk:further reported receipt of the annual request from the Division of
�s Municipal Corporations, that the sum of 6250.00 be placed in the 1939 budget, for examine-
1 tion of the General Accounts of the City.

ORDINANCES AND RESOLUTIONS.
.�, Water Works Emergency Ordinance.
An Ordinance to appropriate funds for the proposed P.W.A. Water Works Project,
which ordinance is entitled Ordinance of the City of Port Townsend, appropriating money
l {I X4 Ra, from the Olympic uravity Water Fund of the City of Port Townsend for the purpose of defray-
f,+;- Yy ing the cost and expense of the prosecution of the work of making certain replacerpents of _
t portions of the Olympic 'ravity Water System, as contemplated by resolution of the City
tti € Council adopted Juno 21, 1938, and declaring an emergency for the immediate expenditure of
NW `' such money" was now submitted, and read in full for the first reading.
y t In accordance with State Statutes, the proposed ordinance lays over to the next
regular session.

Water Right Development.

;. mation as to taking up the work at this time. After a preliminary discussion, it was move
y), by Councilman Brown and seconded by Councilman Lafferty that Water Supt. Lockhart be given
}( f✓ ' authority to proceed with such work as may be necessary to protect the city's water rights
j f8r Lord's Lake and vicinity. Upon Roll Call vote, all four councilmen present voted in
the affirmative and motion was declared carried. It was understood, upon suggestion of
If Councilman Naughton, that the Council be consulted as to the selection of the Engineer.
