Townsend, Washington, met in
regular session this
5th day of July, 1938, at 8:00 o'clock p.m., in the Council Chambers of
the City Hall, Mayo:

pA At this time permission was given to present an offer to the city, to purchase
?; the fire hydrants formerly used at the old Diamond Point Quarantine Station. The matter
was referred to the Water Committee and the Water Superintendent for investigation and to
report at the next regular session.

Reporting on the attendance of City Officers at the session of the Association
4�y�f yf of Washington Cities at Olympia, City Attorney Daly stated that the Executive Committee
reported -to the Association that as a result of the work of their special committee and of
that the proposed Initiative e. 127 be with-
drawn, inasmuch as through a number of conferences with the Governor, the State Tax Com-
mission, Highway Department Officers and other interested associations, they had secured
the promise of tl s > 15% allocation ofpState port fGan Taxes, ofor measures a

and that after an extended debate the Association by a vote of 51 to 35 voted to with-
draw the initiative. The delegates from this city did not vote because they had not been
' 4}� instructed as to the wishes of the City Council.
r+ He further reported that upon inquiry at the office: -of the Supervisor of Hydrau-
^` 1•- y, ! lies, it was found that the permit regarding Lord's Lake visa still in effect, but that re-
ports of progress should be made to that office periodically, fir. Appleby, a member of
,;¢_ ice+�tthe staff, stated that he would probably make a personal inspection of the project some

i1?fg} He further reported that the delegation had a pleasant visit with Mr. Tweedie, in
the office of the Division of Municipal Corporations, and upon inquiry, secured the opinion
of the department that an election would not be necessary to carry out the proposed water
works project.

s Dear Sir:-
Referring to your letter of June 21, 1938, relative to severance of water supply
and sewer connection to your dvrelldng house at 314 Polk Street, the writer was instructed
by the City Council, by moyion duly made and carried, to inform you that the City denies
all liability in the matter, inasmuch as it appears that the sliding or caving of the grow
at this point was caused by saturation of the earth due to excessive sprinkling or irriga-
tion of lawns and gardens and through no fault of the city.
